- STATEMENT OF WORK FOR HUMAN RELATIONS CONSULTANT SERVICE The Contactor agrees to provide the services listed below to the VA Medical Center, Northampton, MA, in accordance with the terms and conditions of this contract. 1. The Contractor shall perform the full range of activities necessary to provide the following services: a. Labor Relations: Past experience that would facilitate ability to assist the Medical Center before the Federal Labor Relations Authority (FLRA), including negotiability and unfair labor practice. Provide training in federal sector of Labor Relations. Experience in Federal sector EEO case law as it pertains to Labor Unions. b. Contractor shall be experienced and be able to advise and provide assistance to Human Resource Staff and Management on Title 5 and 38 U.S.C. c. Contractor shall be experienced and be able to advise and provide assistance to Human Resource Staff and Management in the area of Workers Compensation. a. Counsel and train Medical Center staff on the retirement systems for Federal employees (CSRS, CSRS-Offset, and FERS). Provide guidance and assistance on all aspects of retirement planning, including but not limited to CSRS and CSRS-Offset, their nature and underlying concepts: FERS, with its three-tiered structure 9Social Security, Basic Benefit Plan, and Thrift Savings Plan); Eligibility for FERS coverage (new employees and rehires under CSRS-Offset). 2. Length of Contract: The contract will be from 90 days with 90 day option. No services will be furnished after September 30th each year, without written authorization of the Contracting Officer. This is subject to the availability of fiscal year funding. 3. Qualifications: The Contractor performing the services covered by this contract shall have a minimum of one year experience in each area. The Contractor shall be proficient in spoken and written English in accordance with Public Law 95-201. 4. The qualifications of such personnel shall be subject to review by the Associate Medical Center Director. The following shall be provided by the Contractor: 5. Work Hours: Monday through Friday, 8:00am to 4:30pm. National Holidays: The 10 holidays observed by the Federal Government, i.e., New Year's Day, Presidents' Day, Martin Luther King's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day Thanksgiving and Christmas, and any other day specifically declared by the President of the United States to be a National holiday. 6. Personnel Policy: The contractor shall be responsible for self-protection under this contract. To carry out this responsibility, the contractor shall provide the following: a. Workmen's Compensation Professional Liability Insurance and Income Tax Withholding Social Security Payments b. The parties agree that such personnel shall not be considered VA employees for any purposes and shall be considered an employee of the contractor.
