Description
The Government is seeking professional design services from an architect-engineering (A/E) firm to develop working drawings and specifications for project: 646-366, Modernization of ICU beds at the VA Pittsburgh Healthcare System, University Drive Division, Building One, Pittsburgh, PA 15240. GENERAL: Develop working drawings and specifications to create modern, efficient, ergonomic space and functional improvements to portions of 1st, 2nd and 3rd floors for ICU functions in Building 1 at the University Drive campus of the VA Pittsburgh Healthcare System. The finished project design shall focus on improved efficiency and flow, for the present and into the future. The approximate area to be included in the scope of the projects is 13,000 square feet of new space and 13,100 square feet of renovated space, brought together in an innovative manner in terms of space and functionality. This work includes architectural, electrical, structural, mechanical including replacement/new HVAC and controls, asbestos abatement, monitoring, and site modifications. SPECIFICS: This project includes 13,100 sq. ft of renovated space and 13,000 sq. ft. of new space for the modernization of the Intensive Care Unit. In order to continue to meet the ever-increasing demand for Intensive Care services within the VISN, the following enhancements are included: " Construction of additional space on the 2nd floor (fill in existing incomplete bed tower space) to accommodate an 18-bed ICU unit with improved patient visibility, larger individual room space and correction of patient safety deficiencies. " Modernization of existing space on the 2nd floor to provide ample space for clinical support and nursing services necessary to maintain the ICU. " Conversion of the current Biomedical Engineering space, as well as, creation of additional space on the 3rd floor to accommodate equipment storage space for the Operating Room and the ICU. This project will correct storage deficiencies that create serious safety and code issues in patient care areas, provide additional space for ancillary services and meet the need for additional office space for the Surgical and Critical Care service lines. " These renovations will provide the opportunity to modernize HVAC, electrical, plumbing deficiencies and expand the existing pneumatic tube system from lab and pharmacy into the ICU's. The project involves removal of asbestos containing materials, replacement/new HVAC components, new controls and distribution systems, ceiling systems, structural modifications, lighting and upgrading of finishes and other interior design elements. Construction will be addressed in phases to allow operations to continue during construction to the extent possible. Phasing will be determined during the 25% design review. Phasing must work within budget and allow the VA to continue operations at minimal interference. A/E is responsible for providing certified industrial hygiene services to perform asbestos survey investigations, bulk sampling, development of specifications and drawings, and construction period services. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. A/E shall pay particular attention to USAF, NFPA, BOCA, VA Handbook 7610 space criteria and VA program guide PG-18-14 "Room Finishes, Door and Hardware schedule". A/E is responsible for providing all services necessary for design of this project - i.e. mechanical, electrical, asbestos sampling & monitoring, structural, fire alarm & suppression, communications, cable tv, etc. All designs shall be accomplished in accordance with VA guidelines and specifications, which are available on the Internet at http://www.va.gov/facmgt/standard. The A/E will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify every aspect that relates to the project, coordinate visits with the Project Manager. A/E must be proficient in the use of Auto Cad 2007 and have access to Microsoft Word 5.0 or higher. Estimated cost of construction is $5,000,000.00 - $10,000,000.00. This procurement is unrestricted, open to both small and large businesses. Interested firms shall submit three (3) copies of current SF 330 to the attention of Lynne Dickerhoff, Contracting Officer 04A1-H, VA Pittsburgh Healthcare System, 7180 Highland Drive, Pittsburgh, PA 15206.
