- The US Army Research and Development Evaluation Command (RDECOM) Acquisition Center, Aberdeen, MD intends to negotiate on a sole source basis in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy ag ency requirements and under statutory authority of 10 U.S.C., Section 2304(c) (1) or 41 U.S.C. 253 (c) (1) and Congressional delineated funding for Enhanced Biometrics Fusion: Multiple Biometrics Grand Challenge. The RDECOM Acquisition Center intends to negotiate and award a contract to Colorado State University (CSU), 408 University Services Center, 601 South Howes, Fort Collins, CO 80523 for continued covariate studies and analysis, and experimental designs for the National Institute of Standards and T echnology (NIST) sponsored Multiple Biometrics Grand Challenge (MBGC). The work to be performed is a follow-on to a previous requirement. The MBGC goal is to challenge vendors to develop new or improved algorithms intended to improve face and iris recogn ition capabilities for less than ideal data. CSUs program tasks will consist of the following phased tasks: advising on the experiment design and data collection for the MBGC; developing statistical models for jointly analyzing the effects of fal se accept and verification rates on performance; performing covariate analysis on FRVT 2006 and ICE 2006 results; developing statistical models for analyzing multi-biometric performance data; performing statistical analysis of covariates on MBGC performanc e data; and conducting analysis of the effects of multiple biometrics on performance, include multi-modes, multiple samples, and multiple algorithms. Interested firms have 15 calendar days from the date of publication of this synopsis to submit in writing clear and convincing documentation of their companies capability to provide required service to the US Army RDECOM Acquisition Center, 4118 Susquehanna Avenue, Attn: AMSRD-ACC-CS/ Simona Powell, Aberdeen Proving Ground, MD 21005-3013. Such docum entation will be utilized solely for the purpose of determining whether to proceed on a competitive basis. Responses received after the 15 calendar day submission period or responses received without the required documentation will be considered non-respo nsive and shall not be considered. The Government will not pay for any documentation provided in response to this synopsis and any documentation received in response to this synopsis will not be returned to the sender. Depending upon the responses receiv ed, a determination by the Government not to compete this requirement on a full and open competition basis is solely within the discretion of the Government.
