Description
The RDECOM Acquisition Center, Natick Contracting Division, on behalf of Product Manager Force Sustainment Systems (PM FSS), is issuing this PRESOLICITATION NOTICE for the combined development/production contract for the Space Heater Convective 120,0 00 BTUH (SHC 120K). The SHC 120K requirement is for a self-powered, thermoelectric heater that will provide soldiers operating in basic, cold and extreme cold environments with a safe, portable, lightweight, multi-fueled, forced-air heater in the 120,000 BTU/hr range. The SHC 120K must operate outside the tent and support applications for heating Modular General Purpose Tent System (MGPTS) and Tent Extendable Modular Personnel (TEMPER) complexes, critical operation centers, Force Provider billeting tents , Deployable Medical System (DEPMEDS), Laundry Advanced System (LADS), Containerized Batch Laundry (CBL), and others without the need for an external power supply (i.e., field generator). The heater must burn multiple diesel fuels and operate in extreme c old temperatures down to -60oF and be equipped with a remote intelligent control box that informs the heaters operator of a problem and how to easily resolve the problem. The SHC 120Ks unique, self-powering capability enables the heating system to be sm aller (less than 29 cubic feet), lighter (less than 400 lbs), more mobile, versatile, reliable, efficient, and is an ideal match for meeting the future battle field requirements to reduce the logistic burden of supplying fuel and power to the field. The SH C 120K Performance Specification will be posted on the Natick Contracting Division Website (https://www3.natick.army.mil) on or about 22 Feb 08. The Government intends to award one (1) Firm-Fixed Price Requirements type contract with a base period of two (2) years and three (3) one (1) year ordering periods, not exceed 60 months. The Base Ordering Period will consist of an estimated quantity 20 Low Rate Initial Production (LRIP) units for First Article Testing and Tech Data Packages. The three (3) year or dering period will be an estimated quantity of 300 heaters per year. This acquisition will be conducted on a full and open basis. As part of its proposal, each Offeror will be required to submit a Prototype Demonstration Model (PDM) for Government evaluat ion purposes. Firms will not be reimbursed for any costs associated with proposal preparation. The RFP will post on or about 28 March 2008.
