Description
The U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources that have the interest and ability to serve as a system contractor for the manufacture of the Cartridge, 105mm High Explosive Rocket Assist (HERA) M927 in a production environment. The information provided should be based on a government acquisition strategy of a contract with a base year for approximately 3,000 items, and four (4) option years each covering approximately 9,750 cartridges, for a total of 39,000, subject to the availability of funds. The M927 is a semi-fixed cartridge that includes the M14B4 Cartridge Case, M28 Percussion Primer, the M67 Propelling Charge, a nose plug, and a rocket assisted projectile. The projectile warhead contains an explosive filler, an aluminum liner and a supplementary charge. The base of the warhead is threaded in tandem to a rocket motor that contains a rocket propellant grain and an ignition delay. The M927 warhead, when detonated, produces blast, fragmentation and cratering and is used to harass and interdict enemy personnel and soft targets. The M927 Cartridge is compatible with the M739A1 PD, the M732A2 VT, the M767 ETSQ and the M782 Multi Option (MOFA) fuzes. Respondents should include information regarding all available in-house capabilities as well as those of any anticipated subcontractors required to produce this item in the production quantities cited above. The government is principally interested in either contractors or subcontractors producing the warhead, propelling charges and rocket motor. Since this item has not been manufactured in the past ten (10) years, included in this information should be the lead time to produce together with any perceived areas of risk. Respondents will provide an estimated unit cost for the Base Year and each of the four (4) Option Years. The Government will release detailed item description information to interested parties that are approved by the U.S. Government to receive the information requested. This may require signing a non-disclosure agreement to protect the information provided by the U.S. Government. The U.S. Government technical information will include: Lap and Warhead Specifications as well as Top Drawings for the Propellant Charge and Cartridge Case. All contractor information that is submitted to the Government will be at no cost or obligation to the U.S. Government. The contractor shall identify and mark within their submission any information that is considered proprietary. The Government reserves the right to reject, in whole or in part, any private sector input because of this market survey. The Government is not obligated to notify respondents of the results of this survey. This market survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made because of this market survey. If a formal solicitation is generated at a later date, a solicitation notice will be published.
