- NOTICE OF INTENT: The U.S. Army Engineering and Support Center, Huntsville, AL intends to contract for the following course of Instruction: Diving Refresher and Diving Coordinator. These two classes are to be taught in March 2008 by The Florida Key s Community College. These courses will use the Surface Air Supply (SAS) diving as the primary mode and include both classroom lectures and discussions along with open water exercises simulating the U.S. Army Corps of Engineers activities based on actual w ork requirements (i.e. underwater inspection, underwater rigging, air lifting, structural repair, etc.). Requirements include conducting actual classroom and water exercises for divers and diving supervisors that instruct in-depth diving techniqu es, operational planning diving equipment, diving physiology, and emergency procedures. Students will re-familiarize themselves with and use state-of-the-art underwater systems that include SCUBA and SAS, with a primary emphasis on SAS diving. Di ving refresher course is intended to re-certify divers and supervisors and to qualify certified divers as supervisors as the primary mode. The purpose is to provide divers and diving supervisors with current, state-of-the-art knowledge, techniques, and met hods to safely perform underwater tasks and effectively manage diving accidents. This course is intended to re-certify divers and supervisors. Topics include review and update of the following: Un-tethered Scuba skills, protective suits, tethered Scuba p rocedures, Diving emergency medicine, update of working divers environment and SAS diving equipment, SAS operations planning considerations, diving accident management, U.S. Navy dive tables; deep dive planning; SAS diving techniques; SAS emergency proced ures, U.S. Army Corps of Engineers safety regulation; and, rigging, lifting safety, and tools. The course will also provide orientation for Hyperbaric Chamber experience to include: basic design and operation procedures for hyperbaric chambers, list safet y practices to be observed during and following hyperbaric chamber operation, and provide a complete recompression chamber experience equivalent to 132 feet seawater, using a double lock chamber. The Diving Refresher course shall consist of 64 hours of cl assroom, pool, and open water instruction with integrated diving and supervisory exercises. Diving coordinator course is designed to provide students with state-of-the-art technology and methodology to evaluate underwater diving operations and eff ectively manage diving contingencies. The course will consist of classroom presentations and practical exercises in dive planning and execution involving actual dive operations. The focus is safety requirements, dive planning, hazard analysis, risk manag ement, emergency management and contract administration. Subjects to be taught include diving physics, diving physiology, diving medicine, modern diving systems and support equipment, scuba equipment and operations, surface supplied air equipment and oper ations, decompression principles and associated tables, diving accident management techniques, working dive planning, diver supervision principles and practices and preparation and use of activity hazard analysis, U.S Army Corps of Engineers, OSHA, and U.S . Navy diving regulations.. The contractor must provide all facilities, equipment, mockups, models, displays, schedules, manuals, workbooks, and supplies to support all phases of instruction other than those provided by the government. THIS IS NOT A FORMAL SOLICITATION. Contractors who feel they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services are invited to submit in writing an affirmative response which includes as a minimum, the capabilit y to do the work and provide evidence of experience, any applicable pricing data, and any information indicating a bona fide ability to meet this specific requi rement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. The agency requires a 15 calendar day period. If no written responses are received within 15 calendar days the two classes stated abov e will be awarded to The Florida Keys Community College.
