Description
As specified in the previous amendment, questions regarding the subject solicitation were due 22 January 2008. The questions and responses follow: 1. Q: Is this a re-compete? If so, who is the incumbent for this contract? A: This is a first time buy; therefore there is no incumbent for this contract. 2. Q: How much underwater services and hydrographic services have been utilized in previous contracts and do you expect on this contract? A: The Government has utilized hydrogr aphic services in the past on other contracts. Any specific requirements can not be reasonably forecasted at this time because the Government does not have firm requirements. Although the Government does not anticipate a great need for underwater or hydr ographic services, the offeror must demonstrate their capability to perform these services within their SF 330 submission. 3. Q: Is it possible to open up this solicitation to Service Disabled Veteran Owned Business? A: No. The contract has b een set-aside exclusively for Small Business Concerns within the 8(a) Program in accordance with Agency regulations. 4. Q: Is the quality control plan supposed to be submitted with the SF-330 or with the proposal in a step after the SF-330s are subm itted? Does it count towards the 100 page limit for submittal? A: The quality control plan shall be submitted on the SF-330 and it does count towards the 100 page limit for submittal. 5. Q: How would I obtain a copy of the Request For Pro posal (RFP)? A: In accordance with the Brooks A-E Act, the public announcement of requirements for A-E services serves as the request for submittal of demonstrated competence and qualifications (SF 330s) of prospective contractors to perform the services. Contractor competence and qualifications are evaluated by a selection board of government personnel based on the criteria in the synopsis. The selection board recommends at least three (3) most highly qualified firms, in order of precedence . A Request for Pricing Proposal is then sent to the most highly qualified firm. 6. Q: Can you please provide contact information for the 8(a) program point of contact? A: The Pittsburgh District Small Business Administration (SBA) 8(a) Program Coordinator is Barbara Fisher, Phone: 412-395-6560 Ext. 119. Contractors not located with the Pittsburgh District portfolio should contact their local SBA office. 7. Q: Is the above referenced project open only to small disadvantaged busin esses? A: This project is set aside for 8(a) firms. An 8(a) firm is defined by the United States Small Business Administration (SBA) as being owned and operated by socially and economically disadvantaged individuals and eligible to receive federal contra cts under the SBAs 8(a) Business Development Program 8. Q: For this solicitation, must the prime be the 8(a) firm to be qualified for consideration? If not, then is there a specific minimum percentage of the work that must be accomplished by the a ctual 8(a) firm itself? A. Yes, the prime must be the 8(a) firm to be qualified for consideration. At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern as required by FAR 19.508( e) and 52.219-14. 9. Q: Can my company bid on this project as a sub-contractor? A: If your company is capable of providing any of the services required under this announcement and you are interested in subcontracting or partnering arrangements, you must coordinate with a qualified 8(a) firm interested in being considered for award of this IDIQ. 10. Q: Will the IDIQ cover just the Pittsburgh District or all of the 7 districts of LRD? A: Projects shall be located within the geographical boundaries or mission assignments of the USACE Great Lakes and Ohio River Division (LRD), which includes Buffalo, Chicago, Detroit, Huntington, Louisville, Nas hville and Pittsburgh Districts. 11. Q: Which states could the projects occur in? A: The majority of the projects will occur within the Pittsburgh District (PA, WV, NY, MD, OH), but projects may be in other districts within USACE Great Lakes and Ohio River Division (IL, MI, WV, KY, TN) 12. Q: Would it be possible to send a link to a list of civil engineering firms that are small business qualified? A: Information on small business qualified civil engineering firms can be obt ained through the Central Contractor Registration (www.ccr.gov), through the link View List of Interested Vendors on the FedBizOpps synopsis, or by contacting the Small Business Administration. 13. Q: What small and/or disadvantaged businesses hav e provided satisfactory civil works services to you, for possible teaming opportunities? A: Reference response to Question #12 for obtaining information on potential civil engineering firms. 14. Q: Can the submittal can be hand-delivered or wi ll it only be accepted by mail/courier? A: Submittals can be either hand-delivered or mailed to: U.S. Army Corps of Engineers, ATTN: Carole Householder, 1000 Liberty Avenue, Pittsburgh, PA 15222. If hand delivered, the Corps of Engineers Office is lo cated on the 21st Floor of the Federal Building.
