Description
The Marine Corps Warfighting Laboratory (MCWL) intends to award a sole source contract to TrellisWare Technologies, 16516 Via ?Esprillo, San Diego, CA for the acquisition of one (1) TW-200 TrellisWare evaluation kit, which contains ten (10) next generation handheld radio systems with ten (10) Ethernet/USB mini combo dongles, ten (10) commercial grade antennas, and configuration software The Marine Corps Warfighting Laboratory sought vendor sources to fulfill critical communication needs in the realm of distributed operations by conducting a Small Form Factor (SFF) Radio industry day/market research event SOL M6785407R9032. The market research sources sought synopsis was posted onto FedBizOps on 15 May 2007. There were numerous responses from industry which included: L3 communications, General Dynamics, Harris Corporation, THALES Corporation, and TrellisWare technologies. Each vendor was given the opportunity to provide the Government with a one (1) hour presentation on their technology as well as a live demonstration under strict Governmental control that enabled evaluations of such systems in correlation to Government requirements. In addition each vendor was required to submit a point paper detailing their technologies to the Government before the event. All subsequent demonstrations were conducted on location at Naval Surface Warfare Center (NSWC) D ahlgren. These live demonstrations allowed MCWL and other Government staff members the ability to evaluate proposed technologies against pre-described requirements such as communication range and data throughput. All participating vendors were evaluated under identical parameters, such as time to setup, site selections, scenarios, and frequency deconfliction techniques. TrellisWare Technologies is the only known source capable of meeting the Governments requirement of a handheld radio system providing small unit leaders the ability to securely and rapidly access and transfer voice, data, video/imagery and Position Location Information (PLI) up to and including Government threshold Key Performance Parameters (KPP) for range and data throughput. The technology used by TrellisWare in their radio systems is unique and novel in that their inherent capabilities do not require infrastructure based support or architectures to perform their functions. Therefore the use of external relay devices are not needed with TrellisWare systems since each radio themselves act as repeaters increasing range capabilities exponentially. TrellisWare is also unique by performing on a flexible radio frequency design ultimately maintaining the ability to function on frequency ranges from 200 MHz to 6 GHz allowing the TrellisWare systems to operate worldwide. In ad dition TrellisWare is able to traverse up to a 9-hop voice relay with less then 400 milliseconds of delay time which is unnoticeable to the human ear. TrellisWare technologies are currently the only systems that are able to accomplish this capability. Lastly TrellisWare maintains the ability of a self healing/self forming network which manages itself without creating an additional burden on the user and thus decreasing cognitive task loading overall. Under the current conditions MCWL?s desire to experiment with the most technological advanced next generation command and control device could not be accomplished without the integration efforts of TrellisWare systems. Therefore, for these reasons, TrellisWare technologies is the only known source capable of performing the required functions in the realm of command and control as desired by the Government. NOTE 22 APPLYS Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a ten (10) pages submission limit, plus commercial marketing information or web links. All information should be submitted via email to Ira D. This announcement should not be considered a commitment of any kind by the Government.
