- NASA/GRC has a requirement for an Aerospace Structural Health Monitoring System along with advanced technical support. The impedance based structural health monitoring system should be designed as an autonomous, self-contained unit capable of assessing the general structural health of multiple material types within various aerospace components (e.g., turbine engine, airframe and space exploration components). Furthermore, the system should have self powering capability, thereby reducing the dependence on wired external energy sources or batteries. The data acquisition, analysis, and reporting should be in the form of a distributed system where each node is self contained, hence ensuring high reliability. Specifically, the SHM system should be able to detect localized damage in the form of cracks, excessive deformations, or corrosion common in metals as well as various forms of distributed damage concerning composite materials (e.g., transverse matrix cracks, delaminations, fiber breaks, oxidation and etc.). Lastly, the system should differentiate between material damage and modifications in boundary conditions. NASA/GRC intends to purchase this system from Extreme Diagnostics, Inc. The EDI unit was developed under the support and guidance of NASA Langley, and has been designed from inception to be compatible with NASA needs. NASA purchase of the EDI unit includes government access to unique SHM processing procedures and algorithms that are considered proprietary. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 02/14/08. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
