- NASA/GSFC intends to negotiate a noncompetitive follow-on contract with the University Columbia for the continued development and operation of the Socioeconomic Data and Application Center Distributed Active Archive Center (SEDAC DAAC) for the Earth Observing System Data and Information System (EOSDIS). The statutory authority is FAR 6.302-3(a) (2)(ii) which provides that full and open competition need not be provided for when it is necessary to award a contract to a particular source in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other non-profit institution or a federally funded research and development center. This follow-on contract with Columbia University will ensure the establishment and maintainability of essential research and development capabilities for NASA?s Earth Science Enterprise Program. Columbia University is uniquely qualified to support comparative analyses that combine remote sensing data with socioeconomic databases to understand the human dimensions of climate change. The SEDAC information will be available to all interested users from any community, through a sustained and expanded information gateway established between Earth science and socioeconomic science communities. The period of performance for this contract will be for five (5) years. The SEDAC DAAC will continue to be operated as part of the Center for International Earth Science Information Network and would continue to perform data acquisition, product generation, archive, distribution, information gateway services, user services, maintenance and operation and related science support activities. NASA/GSFC plans to award the contract to the University of Columbia, P O Box 1000, 61 Route 9W, Palisades, NY 10964. Interests in subcontracting opportunities should be directed to the University of Columbia at the above mentioned address. Interested organizations may submit their capabilities and qualifications, 10 pages or less, indicating the ability to perform all aspects of this effort in writing via fax number 301-614-5619, attention S. Pauline Barrett or email to Sislyn.P.Barrett@nasa.gov no later than February 15, 2008 at 3:30pm Eastern Standard Time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26.
