- PLEASE GO TO RQ4408000012 to review the questions and answers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. The Pension Benefit Guaranty Corporation (PBGC) /Human Resource Department-Training Institute requires a consultant to collaborate with federal staff to design and deliver a Mentoring Program for PBGC employees. Description: The FY08 Mentoring program will be aligned with the PBGC strategic and human capital goals. The following expectations apply: The program will be competency-based and will utilize cutting edge knowledge in mentoring It will be managed by a PBGC team; the selected contractor will work in partnership with the PBGC management team Support of PBGC management is explicit FY08 program will build on the successes and lessons learned from previous PBGC?s programs The program will be structured yet flexible There will be a maximum of 15 pairs Group sessions will augment the strengths and attend to the gaps per the aggregate EI 360 degree assessment result The program will be for employees in GS 5 - GS 11 grade level positions Mentoring Program Objectives The mentoring program provides mentorees with learning opportunities to: Increase their knowledge of PBGC and PBGC leaders Evaluate their strengths and challenges Strengthen interpersonal skills Develop or enhance networking skills Enhance work performance Build confidence in a supportive environment Increase motivation and job satisfaction The mentoring program provides mentors with opportunities to: Transfer organizational knowledge Experience the satisfaction of nurturing the growth of another person Build legacy and give back to PBGC community Enhance leadership skills in areas such as coaching, oral communications, organizational savvy, and interpersonal skills Expand their networks in PBGC II. Scope of Work PBGC requires the services of a contractor to collaborate with PBGC Mentoring Program staff to design and deliver a Mentoring Program for FY2008 that builds on past PBGC Mentoring Program achievements and adds enhancements or revisions based on program assessment results. The program usually has fifteen mentoring pairs. 1. Tasks In collaboration with TI Staff, contractor must : Participate in monthly planning - exact dates to be determined. Prepare a draft project plan including all tasks, responsibilities, resources and timeline with milestones for contractor and PBGC TI Program staff within four weeks of initial meeting. Any revisions based on comments of TI staff must be completed within ten business days. Final project plan must be completed by March 2008 . Project Plan must include: Identify and describe all individual and group mentoring activities and responsibilities for design, delivery, monitoring, reporting, evaluation. These activities must be part of the project plan. Activities for individual mentors and mentorees for the plan must include: Identification of an appropriate EI 360 degree assessment for mentorees ? self awareness / needs assessment; background material from recommended instruments including validity data, samples and costs to be submitted to PBGC by the agreed upon deadline Identification of appropriate self-assessment instrument for mentors regarding skills related to mentoring success; background material from recommended instruments including validity data, samples and costs to be submitted to PBGC by the agreed upon deadline All feedback sessions for instruments Mentoring Plan preparation, reviews and monitoring Completion of surveys or updates Activities for entire mentoring group/subsets of entire group, Group sessions, must include: Prepare complete lesson plans with overall objectives, timeframe, methodologies and materials. Specify each of the above for each module/individual lesson segment Group sessions will include the following sessions: Networking, Introduction to Mentoring (and instruments), Two Group feedback sessions, including coaching skills for mentors and development plans for mentorees. Other group sessions as determined by assessment results. Sessions must incorporate Action Learning and coaching of mentors. (Total of 7 sessions of approximately two - three hours in length in March/ April - September /October timeframe). Due Dates: Overall high level outline of all group sessions must be submitted with the final project plan (see date above) Complete lesson plans and copies of materials, including PowerPoint slides, must be submitted to PBGC Training Institute at least ten business days prior to the presentation for TI staff to review. Any requested modifications or revisions must be completed at least five business days before the session. Professional standards for instructional systems design must be followed. Participation in the matching process with TI staff as agreed upon in planning meetings. ( March-April, 2008) Mentoring pairs matched and documented: Date to be determined --estimate late March, 2008 Participation in the review of individual and group assessment results with TI staff. Assessment results review and summary report: Date to be determined-estimate April -May , 2008 Participation in the review of reports, evaluations and surveys; agreement to make any necessary changes and revisions to plans based on results. Quarterly surveys of mentoring group participants and reports to TI Program Staff. 2. Timeframe The period of performance is from February 2008 through December 31, 2008. III. Deliverables, Requirements, Schedule Participate in monthly planning sessions in February to March , 2008. Required Vendor Proposal Information: Vendors must provide details of their specific experience in designing and delivering mentoring or similar career development programs. Request inclusion of point of contacts for work performed at other federal agencies that have used vendor's services if available. V. Price Information Vendors must provide the estimated cost for design and delivery of components as specified in II and III above. Selection Criteria: Proposals that fail to provide the requested information and comply with the requested format will be deemed "unresponsive" and not considered for award. Proposals will be evaluated and a vendor selected based on the following criteria: Demonstrated experience in collaborative design and delivery of mentoring or related career-development programs for organizations or businesses of comparable size (800 employees) Design that can incorporate PBGC's past successes, while incorporating innovations and enhancements as appropriate. Knowledge and experience in utilizing assessment tools Knowledge and experience in coaching individuals in a business environment. Professional certification from the International Coach Federation is highly desired. Knowledge and experience in Action Learning Award will be made to the responsible firm whose proposal is determined to be the most advantageous to the PBGC, technical and cost factors considered. All responsible offerors may submit a quote no later than 3:00 P. M. February 1, 2008. The period of performance is expected to last through December 31, 2008. The terms will be negotiated with the selected vendor.
