Description
The U.S. Department of Justice (DOJ), Justice Management Division, Procurement Services Staff intends to issue a solicitation to procure drug testing services that involve the screening and analysis of urine samples for the presence of various illegal drugs. Laboratories must meet rigorous testing, personnel and security standards, and also must follow strict chain of custody procedures, provide expert testimony, and be subject to regular inspections. Laboratories must be certified by the U.S. Department of Health and Human Services (HHS), under its National Laboratory Certification Program. Services under this contract will include coverage of the Department offices, facilities, and work sites in the Washington Metropolitan Area, field offices located throughout the 50 states, and some U.S. overseas territories. Information on the location of these facilities, where a donor provides a specimen for a drug test, will be provided in the solicitation document. All collection sites must comply with the Urine Specimen Collection Handbook for Federal Workplace Drug Testing Programs, issued by the HHS. Medical Review services shall be performed by a licensed physician, with knowledge of substance abuse disorders, to serve as a certified medical review officer (MRO). The MRO services will be provided in accordance with the mandatory guidelines for Federal Workplace Drug Testing Programs and the National Institute on Drug Abuse Medical Review Officer Manual.
