Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center (NSWC) Crane Division is seeking expressions of interest to develop a non-lethal diversionary hand grenade, commonly known as a flash-bang grenade, with enhanced functional capabilities over currently fielded devices. Physical Requirements: - The device must discharge its energy from both the top and bottom while remaining stationary after ignition. - The device must be less than or equal to 5.5 inches in length including the fuze with a hand-safe body of not less than 4.0 inches in length to ensure that in the event of an inadvertent function, the operator?s hand is not severely injured. - The diameter of the device must be less than or equal to 2.0 inches in diameter. - The use of a standard or qualified fuze and energetic compositions is highly recommended and may be required to decrease the cost to the Government of qualifying new items through the specific services safety boards. Functional Requirements: - The device must produce 10 seconds of flash blindness. Flash blindness is measured in terms of both integrated luminance and fireball diameter. - The device should produce a minimal amount of smoke or other visual obscurant. - The device must have a 1.5 sec + 0.5 sec delay. - The device should not produce a fragmentation or residual fire hazard. - The device should produce an average free field Sound Exposure Level (SEL) of between 140 and 143 dBA measured at a distance of 72 inches. - The device must withstand a 1.5m drop (ruggedness), a Transportation/Vibration cycle (T/V), and a Temperature and Humidity cycle (T&H), without burning, exploding, or becoming unsafe to handle or dispose of and function normally. - The device should withstand 29 + 1 psi gauge hydrostatic pressure (66 feet equivalent in seawater) without crushing or fracture of the base and function as designed. Safety and Qualification Requirements: - The device must meet all safety and operational requirements when subjected to all Insensitive Munitions Testing, Environmental Conditioning Testing, Safety Testing, Durability Conditioning Testing, and Hazard Classification Testing. - The device must not contain any ozone depleting substances or carcinogenic materials/compositions and should minimize the use of perchlorates. - The device must be a chemical/mechanical device with no Electromagnetic Environmental Effects or Electromagnetic Spectrum Requirements. The Government requests a white paper of no more than 5 pages including the following information: - Firm name, mailing address, telephone and facsimile numbers, World Wide Web (Internet) presence (if any), size of firm, number of years performing related work and direct points of contact including e-mail addresses - Technical information on any products with the above mentioned characteristics - Information documenting research performed with regards to the above mentioned characteristics - Potential production capabilities/capacities including potential delivery schedule Any other research data, test reports, product technical data sheets, ect. that would be of benefit to the Government will be accepted along with the 5-page paper. Only written responses transmitted electronically, or by mail will be accepted. Electronically submitted responses on CD are preferred. Responses to this announcement should be received NO LATER THAN 15 March 2008. It does not constitute a solicitation or ultimately award a contract. The Government does not guarantee that a contract award for non-lethal diversionary hand grenades will ever be made. All information will be considered. This is not an Invitation for Bids (IFB), a Request for Quotations (RFQ), or a Request for Proposals, therefore no questions will be answered by the Government at this stage. The Government will not provide payment for any information provided in response to this announcement, nor will the Government return any data provided.
