Description
The Space and Naval Warfare Systems Center San Diego (SSC San Diego) ??? Navigation and Applied Sciences Department, Global Positioning and Navigation Systems Division is seeking Small Businesses that can provide: -Research, development, test and evaluation of emerging navigation technologies, sensors and systems with potential for applicability in the areas of, air, ground, and shipboard (surface, subsurface) Command, Control, Communication, Computers and Intelligence, Surveillance, and Reconnaissance (C4ISR) system technologies and position, navigation, and timing (PNT) systems. -Identification of system requirements and specifications for the development of emergent PNT and C4ISR systems. -The conduct of program planning and execution necessary to implement emerging technologies (that is, to develop, acquire, integrate, test, field, and sustain these technologies) as well as sustain and/or enhance existing navigation and C4ISR systems. -Identifying, designing, and implementing laboratory enhancements required to develop and/or evaluate emerging C4ISR and PNT systems. Developing, implementing, and executing testing methodologies for tightly integrated multi sensor PNT and C4ISR sensor systems. A draft Statement of Work (SOW) can be reviewed at https://e- commerce.spawar.navy.mil. This procurement is anticipated to be a Cost-Plus-Fixed-Fee with Award Terms contract. SSC-SD anticipates issuing a solicitation for a base three year period with two one-year options and six six- month award terms. The annual estimated level of effort is approximately 77,664 man-hours. The North American Industry Classification System (NAICS) Code is 541330 ??? the Small Business Size Standard $25M. The purpose of this pre-solicitation notice is to locate and identify qualified Small Business sources that can provide required services. Interested firms are invited to respond to this sources sought announcement by providing an information statement (Not To Exceed ten pages inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the statement of work. Respondents shall address their experience and knowledge in the following seven (7) areas as it relates to the scope of the Draft SOW: (a) GPS and Anti-Jam technologies, (b) GPS Modernization, (c) Navigation Warfare (NAVWAR), (d) Interference Detection and Location, (e) GPS Constellation Simulators, (f) Receiver/Antenna Designs, and (g) PNT Modeling and Simulation. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. The respondents information statement shall provide: (1) information about their business size status (i.e., small, small disadvantaged, woman-owned small, HUBZone small, veteran-owned small, 8 (a), etc.); (2) a statement that they have the capacity to conform to FAR Clause 52.219-14 Limitations on Subcontracting, and (3) a summary of experience and knowledge as it relates to the scope of the technical activities in the identified technical areas listed in the Draft SOW. A determination as to whether this acquisition will be a set- aside or offered as a full and open competition will be based upon responses to this notice. The deadline for submission of capability information is February 15, 2008 by 3:00 PM Pacific Time.
