Description
MARCORSYSCOM is seeking information regarding the capabilities of commercially available truck mounted fuel dispensing systems. Program Description. The Flatrack Refueling Capability (FRC) will transport and distribute fuel and provide for tactical refueling of Marine Air Ground Task Force (MAGTF) assets in an expeditionary environment. The FRC will have a minimum capacity of transporting 2,500 gallons of fuel, and then dispensing it using an on-board pump, filter, and distribution system. The FRC will be certified for the transportation of fuel on public highways as well as on military installations. Tactical dispensing points are deployed from the discharge of a pump-filter module using hoses equipped with sexless dry break fittings. The engines, hoses, fittings, nozzles, self pounding grounding rods, spill control equipment and fire extinguishers will be stowed and transported on the system. The FRC provides a deployable asset, capable of servicing vehicles, ground equipment and aircraft. Key Performance Parameters: 1. Interoperability: Compatible with ISO/NATO standard for demountable cargo bodies, and can interface with NATO aircraft and servicing units. Interoperable with LVSR/LVS/MK48/MK18A1 and Army PLS. 2. LVSR Interface: Must be capable of being loaded, secured, transported and unloaded by LVSR cargo variant and operational after being transported by LVSR over the LVSR duty mission profile. Overall weight of filled to capacity operational FRC not to exceed LVSR off road payload of 36,260 pounds. 3. Storage capacity: threshold of 2500 gallons, with an of objective of 3000 gallons of useable fuel; plus at least 5% extra capacity for fuel expansion. 99% of tank contents shall be accessible and dischargeable when positioned on level surfaces. 4. Filtered fuel delivery: Discharge to one ground fuel hose line at 100-125 gpm or two hoses operating simultaneously at 50-125 gpm per hose. Aviation filtration systems shall be c apable of providing filtered fuel at a rate of 200 gpm with an objecti ve of 250 gpm w/ 55 PSI at the nozzle to a maximum vertical height of 10 feet. Responses will be reviewed to identify firms potentially capable of fulfilling the Governments requirements. Vendors are requested to submit their Capability Statement to the address below no later than 26 February 2008. This sources sought/Request for Information (RFI) is for planning purposes and shall not be construed as a Request for Proposal or an obligation on the part of the Government to acquire follow-on-acquisition. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission or responses to this RFI and Government use of such information. The government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an ad dendum to the non-restricted/non-proprietary information.
