- Marine Corps Systems Command intends to negotiate and award a sole source contract to Northrop Grumman Systems, 1580A W. Nursery Road, Linthicum Heights, MD 21090 to provide a counterfire/target acquisition radar capability for the Ground/Air Task Oriented Radar (G/ATOR) as part of Increment II of the G/ATOR Program. The contract will provide system development, integration, testing, and engineering services. Contract options will include production of three G/ATOR Increment II Low Rate Initial Production (LRIP) systems, Interim Contract Logistic Support (ICLS), Performance Based Logistics (PBL), Spare Parts, and a Technical Data Package (TDP). The options for ICLS, PBL, Spare Parts and TDP will be a continuation of these services and information from Increment I to support Increment II. The G/ATOR program is a single materiel solution for the Multi-Role Radar System (MRRS) requirement, including its appendix that describes Ground Weapons Locating Radar (GWLR) requ irements. It is structured as an evolutionary acquisition program consisting of four discrete increments. Each increment builds upon the capabilities of the preceding increments. Northrop Grumman was competitively awarded the Increment I System Development and Demonstration contract in March 2007 for the Short Range Air Defense (SHORAD) and Tactical Air Operations Center (TAOC) Air Surveillance missions. Increment II will develop and produce systems based on the Increment I baseline to meet the ground counter battery/ target acquisition requirement. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1. No RFP is available for competitive proposals. Numbered Note 22 applies.
