Description
THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 under Simplified Acquisition procedures in Subpart 13.5 as supplemental with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is RFQ101785 and is being issued as a Request for Quote. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-23. This acquisition will be processed under Simplified Acquisition Procedures. The associated North American Industry Classification System (NAICS) Code is 541511. Background - The Clinical Center (CC) is a clinical research hospital providing all medical services for patients participating in human research protocols of the National Institutes of Health (NIH). The Clinical Center provides patient facilities and services for clinical investigations by the NIH Institutes, research in related areas and supervises residency and other training programs. The Department of Clinical Research Informatics (DCRI) is responsible for processes and systems that directly affect users in the care delivery and research settings. Work focuses on the analysis and evaluation of clinical research informatics needs and requirements, the development of design options that support the work processes of clinical research, and the implementation and management of responsive IT solutions. Summary and Overview - This contract is to provide the services of an IT Systems Architect /Senior Developer to improve the use and management of data from multiple clinical systems within the NIH Clinical Center. Scope of Work - The contractor shall provide an evaluation and analysis of existing Clinical Center systems including those in the DCRI IT Strategic Plan and develop detailed system documentation of each. The contractor shall meet with the CC Chief Information Officer to establish a priority and timeline for the completion of the proposed tasks. The contractor shall create a project plan for the development of a set of applications that will connect multiple Clinical Center systems in order to improve their use and data management. The project plan shall include: ? Project scope documentation ? Requirements documentation, including functional and technical requirements for each application developed. ? Communication and risk planning documentation ? A work plan for each application, including testing, training, and knowledge transfer. The contractor shall develop applications which will interface with the existing CRIS/SCM Eclipsys System; QDX Interface Engine, CC Ancillary Systems such as Cerner RIS, SCC LIS, SoftMed/3M MRD Modules; and existing Sybase databases. The primary systems to be addressed under this contract are: ? ATV: Patient Registration ? Data Transformation Information (DTI) ? Standards of Clinical Research ? Clinical Dashboard ? Enhanced SCM and Ancillary Interfaces ? Others to be determined as required ATV: Patient Registration system: The contractor shall provide enhancements to the existing application, including: ? Creating an interface between the application and SCM ? Improve user interaction ? Improve reporting ? Improve protocol assignment within the existing inpatient admission assignment. ? Others to be determined during the requirements analysis. Data Transformation Information (DTI) system: The contractor shall develop a web based application that will provide the management, analysis and reporting of transactional activity data from various clinical systems. Standards of Clinical Research System: The contractor shall develop a web based application to manage protocols at the patient level. The application will extract patient protocol assignments from the CRIS/SCM Eclipsys 4.5 system and combine them with Departmental data provided through interfaces and manual entry. Clinical Dashboard: The contractor shall create a web based application that will allow CC departments to upload metrics in various file formats for use in the existing EIS application managed by the Office of Financial Management. The uploaded metric data is to be combined with protocol and departmental data provided through interfaces and/or manual entry and written to a Sybase database. Enhanced SCM and Ancillary Interfaces: The contractor shall develop programs that will allow the reloading of patient and protocol data from the existing Sybase database to SCM, and from SCM to ancillary systems. All projects will be managed using the DCRI Project Management Methodology which is defined in the attached document. The projects will follow the DCRI Configuration Management Process, which is defined in the attached document, once development is complete. The IT Systems Architect /Senior Developer is to have the following knowledge and skills: ? Architecture and Design of Large-scale diverse Network Environments ? Web and network protocol familiarity ? Microsoft SQL Server development experience ? Sybase SQL development experience ? MS Access development experience ? Oracle development experience ? ETL experience in diverse environments ? PERL scripting ? Web and network protocol familiarity ? XML familiarity ? Expert Knowledge of Eclipsys Sunrise Clinical Manager its database and table structure ? Expert Knowledge of QDX HL7 Interface system ? Expert knowledge of Clinical Center?s Interfaces and data structures ? TCL programming ? Microsoft .NET development experience ? HL7 Protocol experience ? UNIX familiarity ? Microsoft SQL Server development experience ? Windows Scripting (VBscript, VB) experience ? Arden Version 2 programming experience ? Medical Language Module (MLM) development experience ? Ruby on Rails Development Experience ? Expert knowledge of Quick Test Pro Documentation The Contractor will provide technical requirements and documentation of the code as well as all documentation required by the DCRI Project Management Methodology and DCRI Configuration Management Process. The contractor shall provide written status reports on a monthly basis. Level of Effort The estimated level of effort for this Task Order is 4,960 hours or (1) Full-Time-Equivalent (FTE) individuals at 2,480 hours per-year. Government Furnished Equipment (GFE) Government Furnished Information The government will provide the contractor with the necessary facilities to support task completion, including desktop computers, software and network services. Section 508 Compliance Section 508 requires that Federal Agencies? electronic and information technology is accessible to people with disabilities. The Federal Acquisition Regulations (FAR) Final Rule for Section 508 (Accessibility) can be found at: http://www.section508.gov Unless it is an ?undue burden? or compliant products or services do not exist, the proposal must comply with Section 508. The contractor should state that they would comply with the requirements of Section 508 or cite a justifiable reason for an exception. If any additional costs for compliance are anticipated, these costs should be identified. For existing systems, the contractor may not be able to identify all costs for compliance if the contractor did not develop that system, but should state that any development performed during the course of this task order will be compliant. Within 30 days of this task award, the contractor should provide a plan for compliance for the system as a whole, including any costs associated with compliance. Security Any personal data collected and/or used under this contract is subject to the Privacy Act Clause (FAR 52.224-2). The Contractor will use any Privacy Act information provided by the Government or other Government contractors for the purposes authorized by this contract only and for no other. The Contractor will not provide the information to any other person or entity, unless explicitly directed. Each person providing service under this proposal will be required to sign a document of understanding stating that he/she understands and will comply with Privacy Act requirements. Period of Performance The period of performance for this task order is twelve months with (2) (12) month options. Evaluation Criteria The Government shall evaluate the technical and cost proposals and an award shall be made using Best Value award criteria. The contractor?s technical proposal will be evaluated based upon the following technical criteria. These criteria are listed in order of relative importance. ? Past performance - This item refers to the contractor?s performance of similar tasks in previous contract efforts. These contracts must be completed within the past three (3) years or currently in progress for services similar to the requirements of this statement of work. (10%) ? Experience of proposed individuals - Resumes are required for key personnel proposed. Resumes should contain details (length of experience, depth of experience, dates employed and employer) which specifically address the skills and experience contained in the Statement of Work. This item refers to ?Experience and Skills? listed under each subtask and in those past performance references cited. (60%) ? Technical and management approach - This item refers to the manner in which the contractors propose to provide the support required. (10%) ? Cost - This criteria applies to the overall cost for the requirement. (20%) The following provisions and clauses apply: Provision 52.52.213-4 Terms and Conditions ? Parties responding to this solicitation may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc) but must include the following information: 1) company?s complete mailing and remittance addresses 2) discounts for prompt payment if applicable; 3) Dun & Bradstreet number; 4) Taxpayer ID number; 5) Catalog or Published Price Listing applicable to the service; 6) Offerors must meet specifications as noted in the synopsis. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The Government intends to make a single award based on the lowest price technical accepted offeror to the eligible, responsible offeror whose offer conforms to the solicitation, and is the most advantageous to the Government. The Government reserves the right to make an award to that offeror whose quotation provides the best overall value to the Government. Interested offerors may submit proposals electronically only within 15 days from the posting of this notice no later than _2/14/2008 Eastern Standard Time 5:00 p.m. Companies that sent in proposal may do so again. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov). The solicitation shall include pricing for the base year and options priced separately. The Government intends to make a single award based on best value to the Government, technical and price factors considered. The anticipated award date for this requirement shall be on or before _2/29/2008.
