Description
THIS IS A SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. DO NOT SUBMIT A REQUEST FOR SOLICITATION. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The U.S. Broadcasting Board of Governors (BBG) is conducting a market survey to determine the existence of sources that can provide specialized contractor invoice payment processing services for "1099 self-employed freelance contractors" who support the International Broadcasting Bureau (IBB)/Voice of American (VOA) at its Headquarters located at 330 Independence Ave, SW, Washington DC. Specifically, the "Payment Contractor" shall: (1) establish an invoice payment processing and payment distribution system to accept, track, and pay invoices submitted by "1099 self-employed freelance contractors" to the BBG; (2) make payments to IBB/VOA?s "1099 self-employed freelance contractors" who provide talent vendor services directly to Voice of America broadcasting elements via purchase orders and contracts; (3) use a financial system that is capable of providing web-based interface and up-to-date information/reports of the status of invoice payments related to "1099 self-employed freelance contractors"; and (4) use a financial system that permits a government employee to review and approve the invoice submitted by the "1099 self-employed freelance contractors" for the purposes of authorizing payment by the BBG and directing the "Payment Contractor" to make payment on behalf of the BBG. Note that the scope of this effort DOES NOT include the recruiting, scheduling, work performance monitoring, or disposition of the "1099 self-employed freelance contractors". It is anticipated that the IBB/VOA will have annual requirements for payment to approximately 500-750 "1099 self-employed freelance contractors" that the BBG will schedule for various shifts to meet current IBB/VOA requirements. The IBB/VOA currently processes payments at regular intervals (e.g., either a two week time period or monthly) as stated in the individual purchase orders/contracts. This market survey is for informational and planning purposes only and does not constitute a request for proposal and is not considered a commitment by the Government. The Government does not intend to award a contract on the basis of this Sources Sought Notice or otherwise pay for information submitted or inquiries. Contractors interested in providing invoice payment processing services for "1099 self-employed freelance contractors" shall submit a comprehensive written "Capabilities Statement", that is verifiable by the BBG/IBB in order to determine if the Contractor is capable of performing the services described above. Interested sources shall identify their business size (i.e., small, large, etc.) and submit a comprehensive written "Capabilities Statement" that must include, at the minimum, the following: (a) Evidence of specific examples of the Contractor?s successful PAST PERFORMANCE showing a minimum of five (5) years experience in providing specialized payment management support services; [including the names and title, current address, city, state, country, e-mail and telephone number of the customer point-of-contact and (b) a description of the Contractor?s TECHNICAL PERFORMANCE, whereby the Contractor shall clearly describe their technical approach to provide the specialized payment services and web-based interface capability as described above. To be considered in this market survey, the written "Capabilities Statement" shall be submitted to the Contracting Officer at Broadcasting Board of Governors, Office of Contracts (M/CON), Switzer Building, Room 2519, 330 "C" Street, SW, Washington, DC 20237 by 2:00 p.m. Local Time, February 28, 2008. Contractors may make submittals by either regular US mail or courier. Telephone responses, e-mail, or facsimile responses ARE NOT acceptable and WILL NOT be considered. If determined to be in the best interest of the Government, interested and qualified sources responding to this Sources Sought Notice may be requested to provide follow-up information. Contractors will be notified on whether their written "Capabilities Statement," as verified by the BBG/IBB is responsive to this Sources Sought Notice. A determination to compete, or not to compete, any subsequent procurement based on responses to this Sources Sought Notice is solely within the discretion of the Government. This Sources Sought Notice is not a RFP, IFB, or RFQ.
