- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Logistics Support Center (NLSC) located in Kansas City, MO intends to establish a fixed price purchase order for the purchase of ten (10) test sets, transmission line, Ameritec Part Number AM-48XT with model 870016 padded carrying case, NSN: 6625-01-304-4945, ASN: T335, on a sole source basis from Ameritec Corporation, Covina, CA based on the following: 1) The Ameritec AM-48 Transmission Line Test Set is used to maintain the WSR-88D weather surveillance radars commonly known as NEXRAD. NEXRAD is a joint program involving the Department of Commerce (National Weather Service), the Department of Defense, and the Department of transportation (Federal Aviation Administration); 2) The AM-48 is also used for maintenance and troubleshooting in the NOAA Weather Radio program; 3) In order to gain the most benefit from the shared resources of the three agencies, like support equipment must be used at all sites; 4) To date a minimum of 120 of the Transmission Line Test Sets have already been purchased and issued to NWS, Department of Defense (DOD), and FAA NEXRAD sites; 5) The equipment specified is used at NWS primary operational and technical support facility located in Norman, OK. Its technical assistance hotline must be able to coach technicians through troubleshooting activities using a standard frame of reference; 6) This equipment is described in the published NEXRAD and NOAA Weather Radio maintenance procedures. Alteration of those procedures to accommodate equipment substitutions would be costly and manpower intensive in that the manual would have to be rewritten with additional test procedures and redistributed to 120 NWS NEXRAD sites. The Radar Operations Center (also responsible for manuals) requires that manuals with the same procedures are distributed to all NEXRAD sites (NWS, DOD, FAA); 7) This equipment is used at the NWS Training Center to train maintenance personnel. Additional course material and classroom time would be necessary to train using other vendors equipment; 8) There is no other known vendor that can meet the specified requirements for the Transmission Test Sets; 9) Non standardized equipment is more expensive to support in the Consolidated Logistics Supply System due to the costs to catalog, stock, maintain, and supply multiple items of the same type.
