Description
The United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Commercial Request for Quote (RFQ) for dry dock and repairs to the USCG Station Freeport 41 Foot Utility Boat (CG 41356). The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The small business size standard for NAICS 336611 is less than 1,000 employees. This procurement will be a Total Small Business Set-Aside. All responsible Small Business Concerns may submit an offer, which shall be considered by the U.S. Coast Guard. The solicitation will be issued electronically as a Best Value Request for Quote (RFQ) on the Federal Business Opportunities (fedbizops) web page at http://www.fbo.gov on or about February 12, 2008, with quotes due on or about February 26, 2008. This commercial item requirement is set-aside for Small Business Concerns and will be evaluated whereas Past Performance is significantly more important than Price. The USCG Station Freeport 41 Foot Utility Boat (CG 41356) homeport is Freeport, Texas. The place of performance will be at the Contractor's facility. The vessel's availability will be geographically restricted to a facility within 272 nautical miles from its home moorings Freeport, Texas, on navigable waterways, and no more than 30 nautical miles off shore. The vessel's availability is for thirty-five (35) calendar days, starting on or about April 14, 2008 and ending on or about May 18, 2008. The scope of the acquisition is for the renewing and repairing of various items aboard the USCG Station Freeport 41 Foot Utility Boat (CG 41356). This work will include, but is not limited to Base Items: ultrasonic thickness (UT) shot inspection, forward peak hatch ring renewal, clean and inspect fuel tanks (includes disposal), remove, inspect, and reinstall port and starboard propeller shafts, renew port and starboard water lubricated shaft bearings, clean and inspect port and starboard engine exhaust piping systems, renew port and starboard exhaust mufflers, renew sea valves, renew rudders, remove non-skid deck pads, preserve underwater body, coating system visual inspection, inspect various deck fitting, inspect and renew various hull fittings, renew gooseneck vent piping, routine drydocking, and provide temporary logistics. Optional Items: welding repairs: flat plate renewal (1/8", 3/16", 1/4", and/or 5/16" aluminum), crack repair: aluminum, overlay welding (aluminum), remove and dispose of 50 additional gallons of fuel, inspect government furnished propeller shaft, alignment check, inspect government furnished propeller, install/preserve new rudder assembly, coating system thickness measurements, provide additional temporary logistics, composite labor rate, and laydays. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. The cd-rom is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance. The cd-rom(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
