Description
This document is a Broad Agency Announcement (BAA), W909MY-08-R-0010, sponsored by the US Army Research, Development and Engineering Command, Communications Electronics Research Development and Engineering Center (RDECOM CERDEC), Night Vision Electro nic Sensors Directorate (NVESD,) Ft. Belvoir, VA and issued by the CECOM Life Cycle Management Command (CECOM LCMC) Acquisition Center Washington. The intent of this effort is to demonstrate technologies for real-time, on the move capacity for detection a nd identification of anomalies and pre-defined targets including Improvised Explosive Devices (IEDs), humans, or other targets of interest which may be concealed, camouflaged, practicing spoofing/deception or otherwise hidden. The envisioned technologies m ust use covert sensor modalities which shall allow it to operate in day or night in unknown illumination conditions without the use of external calibration targets (i.e. through the use of the data itself to perform the spectral unmixing.) Of special inte rest are combinations of Hyperspectral Imaging (HSI) and Broadband EO/IR sensors, which have been shown to complement each other. This BAA is issued pursuant to the provisions of paragraphs 6.102 (d)(2) and 35.016 in the Federal Acquisition Regulation (FAR ) which provides for competitive selections of basic research proposals. Proposals submitted in response to this BAA which are selected for award will be considered the result of Full and Open Competition and are in full compliance with PL 98-369, The Com petition in Contracting Act of 1984. In order for a proposal to be considered, the proposed scope of work MUST be in accordance with FAR 35.106 (a) by consisting of basic and applied research and that part of development not related to the development of a specific system or hardware procurement. This announcement is an expression of interest only and does not commit the Government to make an award or pay for proposal preparation costs. The cost of preparing proposals in response to this BAA is not consid ered an allowable direct charge to any resulting contract or to any other contract. Nevertheless, it may be an allowable expense to the normal bid and proposal indirect cost as specified in FAR 31.205-18. Funds, beyond the current Fiscal Year, are not pr esently available for the research interests represented in this BAA, however, funds are planned in the Future Years Defense Plan (FYDP) for this research. No contract award will be made unless appropriated funds are available for payment for the effort b eing acquired. Prospective offerors are further reminded that only a duly warranted Contracting Officer may obligate the Government. Any resultant contract award will include all clauses required by Federal Acquisition Regulations and appropriate supplem ents. Award(s) against this BAA can be made for three years after receipt of proposal and notification of selectability. Specific costs, and terms and conditions will be negotiated prior to award. The Government contemplates the awarding of Cost Reimburs ement (Cost, CPFF) type contract(s); however, proposals based on other contract types will be considered. The Government reserves the right to select for award all, some, or none of the proposals received. There is no a priori judgment regarding the numb er or size of individual awards or the allocation of total research and development funds across the technology solutions listed above. The selection of contract(s) for award will be based on a scientific and engineering peer review evaluation of proposals . The business and contractual aspects, including cost, will also be considered as a part of the evaluation. Proposals will not be evaluated against each other since they are not submitted in accordance with a common work statement. Copies of BAA W909MY- 08-R-0010 are available by accessing the Army Single Face to Industry, Interactive Business Opportunities Page (IBOP) at https://abop.monmouth.army.mil. Any am endments to this BAA will only be posted on the IBOP. There will be no formal request for proposal or any further solicitation document issued in regard to this BAA. Therefore, interested parties should be alert for any amendments that may be published. It is recommended that all interested parties register for the solicitation specific mailing list which will provide email notification of any updates to the BAA. Proposals will also be submitted electronically via the IBOP web site. No paper copies wil l be accepted. Proposals are due no later than 5:00 p.m. (EDT) on March 18 of each year, for the next three years beginning in 2008 and concluding in 2010. Questions concerning contractual, cost, or pricing matters shall be directed to the Contracting Off icer or Contract Specialist, and may be submitted electronically using the Question format available in the IBOP. Technical or programmatic questions shall be directed to the Project Leader, John Grilli at john.grilli@us.army.mil with a carbon copy to th e Contracting Office Point of Contact identified on the IBOP (Michelle Hodges, Contracting Officer at michelle.hodges@us.army.mil or Tina Patterson, contract Specialist at tristina.patterson@us.army.mil.) Potential offerors are encouraged to contact the c ited individuals prior to submission of their proposal. Once an offeror has formally submitted a proposal under this BAA, no further technical discussions between the offeror and the Government may take place. All questions of a contractual nature and al l questions after proposal submission must be directed to the Contracting Office Point of Contacts specified at the IBOP.
