Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and exercise Option 1 of contract N00019-07-C-0052 with Switlik Parachute Co., Inc, Trenton, NJ to procure an accelerated quantity of floatation assemblies. It is the intent to procure an additional 7,906 units under this first option for a total of 8,906 units as a result of a requirement from the United States Marine Corps to accelerate the Helicopter Egress System for Passengers (HESP) program. HESP is the Phase II upgrade to the Interim Passenger Helicopter Aircrew Breathing Device (IPHABD). HESP consists of an underwater breathing device and a flotation system. HESP provides longer breathing time and improved buoyancy for Marine Corps passengers in Naval Aircraft. HESP replaced the Navy?s Helicopter Aircrew breathing Device (HABD) with an improved and common bottle. As the sole source designer and manufacturer for the HESP flotation assembly, Switlik is the only company that has the ability, resources and technology necessary to produce the additional numbers required due to the time sensitivity of this procurement. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The estimated period of performance is eight months beginning after contract award. Note 22 applies.
