- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The synopsis is issued by the Naval Surface Warfare Center, Dahlgren Division for one each (CLIN 0001) RF Antenna and one each (CLIN 0002) RF Power Amplifier. These are commercial items and are being solicited on an un-restricted basis. Request For Proposal Number N00178-08-R-3021 will be issued on or about 05 February 2008 which will contain a complete delineation of the applicable specifications for each items. All deliveries are FOB Destination to the Naval Surface Warfare Center, Dahlgren Divisi on, Dahlgren, Virginia 22448 on or before 01 May 2008. The subsequent solicitation will incorporate applicable Federal Acquisition Regulation (FAR) and Department of Defense Federal Acquisition Regulation (DFAR) provisions and clauses in effect through Federal Acquisition Circular 2005-23 effective 25 January 2008, Class Deviation 2005-o0001 and Document Control Number 20080124. The awarded contract will be on a firm, fixed priced basis and award will be based on the offeror?s ability to comply with the specifications contained in the solicitation, the ability to meet the required delivery dates for both the antenna and amplifier, and price. Contract award will be made to the lowest priced, technical acceptable offeror. The solicitation will have a closing date of 2 pm. on 15 February 2008 with an anticipated award date of 27 February 2008.
