- This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to purchase the following services: Primary Explosive Component Safety (PECS) test per MIL-STD-331 Test D.1, using the Varicomp method and prepared report detailing the test findings. The North American Industry Classification System (NAICS) code is 541380 with a size standard of $11.0 mil. The order shall be a firm fixed order. SAP procedures shall be used in this procurement. FOB Destination shall apply. This requirement is 100% set aside for SBA certified Hub Zone businesses. Award will be contingent upon DCMA approval of Preaward Safety Survey. Closing date is 15 February 2008 with award to be made by 29 February 2008.
