Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. HSFEHQ-08-Q-0039, issued as a Request for Quotation (RFQ), is for the purchase of dumpster services, which includes trash and dibre removal service for the Department of Homeland Security, Federal Emergency Management Agency, Distribution Center - Guam warehouse on a daily basis. The solicitation document and incorporated provisions and clauses are those in effect thru Federal Acquisition Circular 2005-23, dated 12/26/2007. This procurement is a small business set-aside. The NAICS code is 562111/small business size standard 11.5M. This procurement is a small business set aside. The NAICS code is 444210, small business size standard $6.5 M. It is anticipated that only one award will result from this solicitation, via the issuance of a firm-fixed-price simplified acquisition/commercial item purchase order or a delivery order issued against a GSA Schedule contract. The Government anticipates the resultant award to be an Open Market purchase order or a GSA Schedule delivery order or a combination of GSA Schedule item pricing and Open Market pricing. If GSA Schedule pricing is being proposed, the offeror shall provide the GSA Schedule Contract number and its expiration date. If both GSA Schedule pricing and Open Market pricing are being proposed, the offeror shall designate which items are GSA Schedule pricing and which items are Open Market pricing. Please include all applicable GSA discounts in your offer. The services to be deliveried will be made to the Federal Emergency Management, Distribution Center - Guam Building 1 located in Barrigada, Guam 96913, which is also the place of inspection and acceptance. Offerors shall submit pricing for the services contains below. Offerors are to specify whether or not the services can be offer via GSA schedule or open-market. The provision at FAR 52.212-1, Instructions to Offerors?Commercial Items, applies to the Open Market items under this acquisition. The provision at FAR 52.212-2, Evaluation?Commercial Items, applies to the Open Market items under this acquisition. The award will be based on lowest price/technically acceptable. In order to be found technically acceptable, an offeror must meet the following criteria: 1. The offeror must be capable of providing all the services in order to be considered for award. 2. The offeror must be capable of providing the services beginning May 18, 2008 in order to be considered for award. Both criteria are of equal importance when compared to each other. In order for an offeror?s price proposal to be considered, the offeror must first be determined to be technically acceptable. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, with their response. The clause at FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to the Open Market items under this acquisition. (NOTE: All referenced FAR provisions and clauses may be accessed electronically at http://www.arnet.gov/far.) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items, applies to the Open Market items under this acquisition and the following additional FAR clauses apply: 52.203-6, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, and 52.232-33. Written responses to this RFQ must be received no later than 3:00 PM/EST, 03/06/2008 and shall be addressed to Federal Emergency Management Agency, Office of the Chief Procurement Officer, 500 C. Street, S.W., PP 5th Floor, Washington, DC 20472, ATTN: Kelly Lynch/PP 5th FL or sent electronically to Kelly.Lynch@dhs.gov (electronic is preferred). Technical questions must be received no later than two business days following publication of this notice and emailed to Mr. Lynch at Kelly.Lynch@dhs.gov or faxed to 202/646.1765. Amendments to this RFQ will be published in the same manner as the initial synopsis/solicitation. The listing of items follows: (1)Dumpster service is required for the removal of trash and dibre from the Federal Emergency Management Agency, Distribution Center - Guam Bluiding 1, located Barrigada, Guam 96913 for a period of one year and four (1) year option.
