- The Army Contracting Agency, Northern Region; Dugway Proving Ground, Utah Directorate of Contracting (hereinafter referred to as the Government) is seeking comments on a DRAFT Request for Proposal for the Data Sciences Support Services requirement to be performed at the West Desert Test Center (WDTC). The Data Sciences Division at the WDTC has the responsibility of providing information technology support to the various WDTC divisions. This support encompasses the maintenance and support of workstat ions, servers, commercial-off-the-shelf (COTS) and Government-off-the-shelf (GOTS) software administration and maintenance as well as full software development life-cycle projects. The focus of all efforts is in support of the Test Mission Management Syst em (TMSS). TMSS is an enterprise wide system (hardware and software) that supports the acquisition, transfer, analysis, presentation, delivery, storage, protection and archival of all test data. There are approximately 20 physical servers in the test cen ter. There are approximately 50 virtual servers running on VMWare. Servers are primarily Windows Server with some Linux. Networks are Nortel and Fortinet with an internal Wi-Fi network covering approximately 400 square kilometers utilizing Vivato panels and fiber backhaul. Storage systems are EMC Clarion and Centera with CDL and tape backup. There are approximately 400 workstations in the t est center. These machines are running Windows XP sp2; however, the Army is intending to move to Windows Vista wit hin one year. In-house software is developed primarily with Microsoft tools such as Visual Studio .NET and VB 6.0. The focus for new developm ent is ASP.NET and MOSS 07. Support for the stated environment should encompass the following categories: (a) Software Development (business and scientific); (b) Software Maintenance; (c) Systems Administration; (d) Help Desk; (d) Storage Network Engineering; (e) Storage Network Maintenance; (f) Network Engineering; (g) Network Maintenance; (h) Business (Automatio n) Analysis; (i) Technical Documentation; (j) Software and Systems Training; (k) Software and Systems Testing; and (l) Project Management. It is intent of the Government to issue an 8(a) competitive set-aside, firm-fixed-price / cost plus fixed fee solici tation (W911S6-08-R-0004) for this requirement. The applicable NAICS code is 541513 ($23 million). The proposed solicitation is planned to be for one (1) six-month base term; four (4) 12-month option terms; and one (1) six-month option term. Any informa tion / comments provided to the Government is strictly voluntary and at no cost to the Government. The official solicitation will be announced separately. This announcement does not constitute a Request for Proposal, or a request for competitive proposal s, and it does not restrict the Government as to the ultimate acquisition approach. The draft solicitation and the associated technical exhibits will be available at the Army Single Face to Industry website. (2) Any comments addressing a specific item in the draft RFP shall reference the section and applicable paragraph number. (3) Any comments not addressing a specific item in the draft RFP shall be marked as GENERAL. (4) In order to conform to establish ed milestone dates, all comments regarding the draft RFP shall be submitted no later than 5:00 PM MST on 19 FEB 2008.
