- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. The US Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of the US Arm y Center of Military History, intends to procure all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to provide custom museum framing as defined in the attached Performance Work Statement. CCE inte nds to procure these services as a small business set-aside or under full and open procedures. Only small businesses are to submit capability packages. Interested small businesses that are certified and qualified as a small business concern under NAICS c ode 339942 with a size standard of 500 employees are encouraged to submit their capability packages outlining their experience by addressing the following items: 1. What experience do you have working with museums, historical societies, etc. in the framing of their collections? Please be specific. For instance, how many objects were framed for a given client, over what time period, etc. Discuss any input you had into the specifics of the materials and techniques used in the framing. 2. Di scuss the steps in the framing process once the object is brought to you for frame stock selection. 3. Discuss the materials and techniques you use when addressing the framing of objects utilizing a specific media. The media to be addressed are: A. Canvas, painted with oil paints stretched over a ? thick wood stretcher. B. Black and white photo, UN mounted. C. Loose media, specifically pastels, UN mounted D. Japanese style Woodblock print, UN mounted. 4. Since the sel ection of frame stock and matting material will be chosen to compliment individual objects, please discuss the following giving specific examples and statistics: A. Frame corner samples you keep on hand for stock selection. B. Matt board samples for selection of matt material. C. How much stock do you generally keep on hand for quick turnarounds? If you need to order materials to complete a job, what is the average turnaround time for you to get the materials (take into account all materials used in framing)? 5. Discuss the specific steps you take to assure the security of the objects in your possession between the time they are delivered to you and when the framed object reaches your clients. Be specific in your discussion of h ow you store and secure the object while in your possession. 6. Discuss your ability to turn around the framing of a large number of objects in a short period of time. Be specific in your discussion of your facilities capacities, your suppliers capabilities and your labor supply. If at least three responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by 10:00 AM EST on Wednesday, February 13, 2008, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least three responsible small business concerns by the response date or if the Government dete rmines that no small businesses are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open procedures. No other synopsis will be posted for this requirem ent. To assist us in maintaining a list of interested small businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this proc urement. The Government anticipates awarding multiple blanket purchase agreements (BPA) to vendors who are deemed capable of performing the required services. The period of performance of each BPA will be for one (1) base year and four (4) one year options for a total of five (5) years. A written Request for Proposal (RFP) will be posted on or about February 19, 2008. No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. Responses to the RFP must be submitted by email to the POC identified below. No solicitation mailing list will be compiled.
