Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for an Indefinite Delivery/Indefinite Quantity Architect-Engineer contract for Geotechnical Engineering and Associated Services to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, and Small Business concerns. The NAICS code for the work described below is 541330 with a size standard of $4,500,000. Work will begin in August 2008 and extend over a 3 year period. The total work effort is estimated at no more than $1,500,000. The location of services to be performed under this contract shall be primarily the six New England States (ME, NH, VT, MA, CT, and RI) but will also include all other states and dis tricts currently covered by the U.S, Army Corps North Atlantic Divisions (NADs) mission areas (NY, PA, NJ, DE, MD, VA, WV and the District of Columbia). The work involves studies/designs or evaluations involving soils/geology; geophysical investigations including borehole logging to determine physical, chemical and other environmental parameters of subsurface soils, bedrock and/or groundwater; application of advanced geophysical imaging techniques for site characterization and in-situ monitoring; investi gation, analysis and determination of groundwater flow, properties, and hydraulic parameters; groundwater/seepage analysis; earth and rock structures, including soil and rock anchors; foundation and earth dam design; seismic, seepage, and slope stability; dam foundation analysis and risk evaluation of earth structures; finite element modeling; embankment instrumentation installation; performing and inspecting subsurface investigation programs; and performing inspections and preparing instrumentation reports related to dam safety. Firms should have the capability to provide all deliverables in MicroStation SE CADD software, release 7 or higher, electronic digital format. All specifications for Corps of Engineer (COE) contracts will be prepared using COE Gui de Specifications and SPECSINTACT. The Request for Proposal (RFP) requirements will be that firms have on staff or provide through a consultant(s), professional engineers and registered professional geologists in all six New England States. An additional RFP requirement will be that the firms have the ability to quickly obtain the same professionals registered in the other NAD mission areas. Interested firms should submit a capabilities package to include the following: business classification (i .e. 8(a), HUBZone, etc.) as well as qualifications and experience in performing the work requirements stated above focusing on dam and levee safety related issues, staff size, and the resumes of key personnel. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Responses are required no later than February 25, 2008. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Rachael Raposa (Contracts Branch). Responses shall be limited to twenty-five pages (A page is considered to be one side of a sheet. Font size shall not be less than ten and margins shall not be less than one inch). The twenty-five page response does not include the Standard Form 330, Part II. Firms interested shall provide the above documentation, in one original form and two copies. The government will not pay for any mat erial provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
