Description

A MARKET SURVEY is being conducted to determine if there are adequate HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Construct an Army Reserve Center (ARC). Primary facilities include an ARC training building, Organizational Maintenance Shop (OMS), unheated storage building, organizational parking, and land. Buildings will be of permanent construction with heating, ventilating, and air conditioning (HVAC) systems, plumbing, mechanical systems , security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Physical security measures will be incorporated into design including entry co ntrol points, maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Air Conditioning (Estimated 83 Tons). (EPAct 05) features will be provided. This project will provide, on existing federal land, a 200-member training facility with administrative, educational, assembly, library, learning center, vault, weapons simulator, and physical fitness areas for Army Reserve units. The maintenance shop will provide work bays for training and maintenance administrative support for military equipment stored at this facility. This project will also provide an organizational storage building and adequate parking spaces for all military and privately-owned vehicles. Contract duration is 540 days and estimated cost range is between $10,000,000 and $25,000,000. NAICS is 236220. Size limitation is $31M. All interested HUBZone, 8(a), or Service Disabled Veteran Own ed Business contractors should notify this office in writing by mail on or before February 19, 2008, 2:00 pm, Eastern Time. Responses should include: (1) Identification or verification of the company by the Small Business Administration as either a certif ied HUBZone, certified 8(a), or Service Disabled Veteran Owned Business, (2) The level of performance and payment bonding capacity that the company could attain for the proposed project, (3) Past Experience - Provide descriptions of projects substantiall y complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered similar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. Wit h each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amount and size of the project, the portion and percentage of work that was self performed, whether the project was d esign/build or not, and a description of how the experience relates to the proposed project.
