- The Mid-Pacific Region of the Bureau of Reclamation is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to obtain feedback from industry regarding the general requirements for an upcoming procurement. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool to determine potential sources and interested parties in the intended procurement for Commercial Dry and Semi-Moist Fish Feed for the Trinity River and Nimbus Fish Hatcheries. The Trinity River Hatchery is located in Trinity County, northeast of Weaverville, immediately downstream from Lewiston Lake on the Trinity River. The Nimbus Fish Hatchery is located in Sacramento County, near Rancho Cordova, immediately downstream of Nimbus Dam, below Folsom Dam, on the American River. If a solicitation is released it will be synopsized and posted at http://ideasec.nbc.gov. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought notice. Furthermore, this procurement is being considered for 100 percent set-aside for HUBZone small business concerns; however, ALL interested parties are requested to respond. If adequate interest or sufficient supporting documentation is not received from HUBZone concerns, the solicitation may be issued as a small business set-aside or unrestricted basis without further notice or may be canceled. Therefore, replies are requested from ALL interested parties, regardless of business size or category. The applicable North American Industry Classification System (NAICS) code is 311119 which is 500 Employees. However, the government reserves the right to change the classification if deemed necessary. It is anticipated that award of the contract will occur around March 31, 2008. All interested parties are encouraged to respond to this sources sought no later than February 7, 2008. Please submit all requested documentation listed below to Brenda Davis via email at bdavis@mp.usbr.gov. Interested parties should submit a capabilities package not longer than 5 pages demonstrating the ability to meet the following criteria: All Formulas/Products shall be: Closed formula extruded salmon and steelhead (not trout) diet Air cooled feed Moisture content: Dry feed - less than 11%; Semi-moist feed - less than 21% Complete formula; no supplementation required No soybean and/or cottonseed meal products Remilled feed shall not exceed 10% Palatable and readily acceptable Fish oils stabilized with antioxidants (ethoxyquin shall not exceed 150 ppm; BHA/BHT shall not excced 200 ppm) Pellet length shall be between 100% and 150% of the pellet diameter Total feed shall be at least 85% correctly sized particles Dust content shall not exceed 3% (Dust defined as particles passing through #30 U.S. Standard Sieve) Sealed, properly stored containers shall have a shelf life of at least 90 days from date of manufacture and at least 60 days after receipt by the government Medicated Formulas shall be in compliance with the U.S. Food and Drug Administration (USFDA) regulation for implementation of the medicated feed mill licensing requirements of the Animal Drug Availability Act of 1996 (ADDA), Title 21, Part 515 of the Code of Federal Regulations (CFR). Semi-Moist Feed Specifications Crude Protein 42 percent minimum Crude Fat 13 percent minimum Ash 12 percent maximum Moisture 21 percent maximum Fiber 5.0 percent maximum Phosphorous 0.60 percent minimum Dry Feed Specifications Crude Protein 50 percent minimum Crude Fat 13 percent minimum Ash 11 percent maximum Moisture 11 percent maximum Fiber 5.0 percent maximum Phosphorous 0.60 percent minimum Packaging and Shipment: Feed is to be bagged/boxed in new multi wall or plastic containers not to exceed 50 U.S. pounds. Feed containers damaged or broken prior to delivery to the hatchery personnel shall be returned to the supplier or disposed of and require replacement or full refund at the supplier's cost. Feed that is shipped on pallets shall not exceed 2,500 U.S. pounds in weight o be stacked higher than 6 feed (1.83 meters). Each delivered feed container shall have a label attached that meets industry standards for labeling. This includes but is not limited to: brand of feed, milling/manufacturing date of the feed, expiration date, size of feed, batch number, storage requirements and conditions, and a listing of all major raw materials used. The contractor is encouraged to offer product packaging with recycled content and that is recyclable after use. In addition, Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Responsible sources having relevant experience and the capabilities to perform the work will be considered.
