Description
The National Park Service (NPS) anticipates soliciting for proposals and awarding a contract for installation of fire alarm systems within multiple buildings. All buildings are located in the Mammoth Hot Springs area of Yellowstone National Park. A) Offerors: All responsible sources may submit a proposal which shall be considered by the National Park Service. B) Brief Project Description: The contractor shall be responsible for installation of new fire alarm systems within 8 to 9 facilities encompassing an area of approximately 45,000 to 48,000 square feet. The NPS shall provide NICET III Fire Alarm Systems technical oversight, fire alarm system hardware and software, programming services, central station service, and final testing. C) Estimated Price Range: Between $100,000 and $250,000 D) Schedule: All dates are tentative and may change. Issue Request for Proposals ? February; Proposals due ? March; Award contract ? April; Issue Notice to Proceed April; Substantial Completion ? September 2008. E) Solicitation: The NPS anticipates issuing the Request for Proposals (RFP) on approximately February 19, 2008. The RFP and future amendments will be available, without charge, through www.fbo.gov. Enter the solicitation number N1577081014 in the search block. Contractors may also obtain an electronic copy by sending their request by e-mail to john_chaney@nps.gov or by fax to 307-344-2079. Requests shall include company name, mailing address, phone & fax number, email address and business type (i.e. General contractor, electrical contractor, planroom, etc.) F) Plans and Specifications: The NPS anticipates construction documents will also be available on or about February 19, 2008. The plans and specifications will be available, without charge, through www.fbo.gov. Enter the solicitation number N1577081014 in the search block. Contractors may also obtain an electronic copy by sending their request by e-mail to john_chaney@nps.gov or by fax to 307-344-2079. Requests shall include company name, mailing address, phone & fax number, email address and business type (i.e. General contractor, electrical contractor, planroom, etc.) G) Pre-proposal Meeting & Site Visit: The National Park Service anticipates conducting a pre-proposal conference and site visit at 10:00 am on March 13, 2008. The NPS will conduct only the one pre-proposal conference and site visit. Additional site visits to view non-public areas of the project site will not be granted. All attendees of the pre-proposal conference and site visit must RSVP to john_chaney@nps.gov by no later than noon March 11, 2008. H) Planholders List (Bidder's List): Yellowstone National Park will generate a separate list of potential bidders and planrooms for this specific project. The list will be comprised of companies which have been issued copies of the construction documents and companies who have requested to be added to the list. Companies can request to be added to the list and /or a copy of the list by e-mailing their request to john_chaney@nps.gov. Copies of the list will not be issued until after the RFP has been posted on www.fbo.gov. Requests to be added to the list should include the following information: company name, mailing address, phone & fax number, email address and business type (i.e. General contractor, electrical contractor, planroom, etc.) I) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. J) Questions / Contact: John Chaney at john_chaney@nps.gov K) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Evaluation will be based on price and non-price factors and award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-price factors. The following are the anticipated evaluation factors and their associated acceptability standards: 1. Prior Experience: "Prior Experience" is differentiated from "Past Performance" in that this is factual, documented, information about specific work the offeror has performed, which demonstrates the offeror's ability to accomplish the work. Standard of Acceptability: The offeror shall have successfully completed a minimum of 3 similar commercial projects of at least 10,000 s.f. each within the past 5 years. 2. Past Performance: Past performance is a measure of the degree to which the contractor has satisfied it's customers in the past. Standard of Acceptability: The offer must receive at least a satisfactory past performance rating from all sources contacted by the NPS.
