Perez 360.396.1861 gabe.d.perez@navy.mil Posted on Web: Yes Synopsis or Description THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON AN 8(a) COMPETITIVE, TWO PHASE DESIGN BUILD SOLICITATION. THE GOVERNMENT INTENDS TO AWARD A FIRM-FIXED PRICE CONTRACT UNDER SOLICITATION/REQUEST FOR PROPOSAL N44255-08-R-6005, P-160 INDOOR WASHRACK AT NAVAL AIR STATION, WHIDBEY ISLAND, WA. The NAICS Code for the proposed acquisition is 236220. The size standard is $31,000,000.00. The Federal Supply Code is Y129. This is a design/build project and shall include all of the necessary work to construct a high bay pre-engineered maintenance hangar/washrack; steel frame structure with a steel joist roof and preformed (corrugated) metal siding exterior walls. Concrete slab floor on grade. Interior hangar areas include utilities control area and rest rooms. Information systems (i.e. telephone wiring) will be provided. Technical operating manuals will be provided for aircraft wash equipment and supporting utilities piling support for the hangar/washrack foundation will be required. Built-in equipment includes oily-water separator, water spray and drainage systems, fall arrest system, and electrical ground power unit. The utilities control area will house detergent-metering equipment, air compressor for washing aircraft engines, detergent mixing tank, water heater, and utility controls. Utilities to the project site will include sewer, water, and electricity. Demolition of 2,757 M2 (3 0,000 SF) of outdoor washrack equipment and pavement and a 20 M2 (216 SF) utilities control building will be required. The project will reuse the existing water tank that supports the outdoor washrack. Sustainable design will be integrated into the design, development, and construction of the project in accordance with Executive Order 13123 and other directives. Award Information: The Government will award one Firm-Fixed Price contract resulting from this solicitation to the responsible, responsive proposer whose proposal conforms to the solicitation considered to be the ?best value? to the Government, price and technical factors considered. During phase one, proposers will be evaluated on: Factor I: Relevant Experience and Factor II: Past Performance and Safety. Following the review, evaluation and rating of these proposals, the Government intends to select three, but not to exceed five, of the highest rated contractors to receive the technical requirements package to participate in the Phase Two process of this solicitation. Phase two, proposers will be evaluated on: Factor III: Basis of Design, Factor IV Scheduling and Coordination and Factor V: Price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all proposers; use of tradeoff processes when it may b e in the best interest of the Government; to consider award to other than the lowest priced proposers or other than the highest technically rated proposer; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous (best value) to the Government.
