Description
SPAWARSYSCEN Charleston is soliciting information from potential sources to provide an affordable, in-motion, low- profile, lightweight, commercial or military vehicle-mounted, linear- polarized Ku-band On-The-Move (KOTM) antenna. This effort seeks to evaluate existing COTS terminals for immediate fielding and operations over commercial Ku-band satellites, and for incorporation of a Ka-band capability for eventual use on Worldwide Global Satellites (WGS). To ensure rapid transition to our nation???s war fighters, sources must provide information for mature COTS products that have satisfactorily completed developmental testing and certifications. The desired Ku-band antenna must provide continuous bandwidth of 256 Kbps transmit/1 Mbps receive (Threshold) to 1 Mbps transmit/10 Mbps receive (Objective), while in 3- axis full motion. Continuous coverage is required through 360 degrees in azimuth. The antenna must be capable of automatic satellite- reacquisition following extended blocking periods. The antenna must be extremely low-profile, less than seven (7) inches; and lightweight - the antenna, LNB, HPA, BUC, controller, etc - total weight less than 75 lbs. Required features include auto- acquisition, auto-track, and auto- reacquisition following satellite blocking periods. RF interface will be L-band to agnostic modem (i.e. MF-TDMA, CDMA, SCPC). The antenna shall have minimal structural penetration into the vehicle (cabling only), and powered by the vehicle???s 12 VDC, or 28 VDC, power distribution. The maximum dimensions for this antenna are 48???x48???x7??? (L x W x H). In addition to submitting documentation concerning the capabilities and features of offered solutions, interested parties shall also provide any details concerning the product???s FCC licenses, user evaluations, interoperability certifications, and the product???s ability to meet applicable environmental protections for worldwide deployment, per MIL STD 810F. This information shall include when/where any testing was conducted, by whom, the activity POC (cite specific contracts if applicable), and the results of the testing. This notice is for planning purposes only. In the event a solicitation is issued, it is planned to be for an indefinite-delivery, indefinite-quantity firm-fixed price/cost plus fixed-fee contract. The planned contract will include a base year and four (4) one- year options. The estimated contract value for this planned procurement is $29 million. All interested parties are invited to submit the appropriate documentation, literature, brochures, and references necessary to support that they possess the required capabilities necessary to meet or exceed the stated requirements. There is a limit of ten (10) pages on data submitted. Responses shall be submitted to SPAWARSYSCEN Charleston, Code 2.2.5JS, via e-mail to jesse.seaton@navy.mil. Responses must include the following: (1) name and address of firm; (2) size of business, including: average annual revenue for past three years and number of employees; (3) ownership, indicating whether: Large, Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, and/or Veteran-Owned Business; (4) number of years in business; (5) two points of contact, including: name, title, phone, fax, and e-mail address; (6) DUNS Number (if available); (7) affiliate information, including parent corporation, private ownership and/or control; joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); (8) and a list of customers for the referenced product during the past five years, including a summary of work performed/products delivered, contract number, contract type, dollar value for each contract referenced, and a customer point of contact with phone number. NOTE REGARDING SYNOPSIS: This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government. This is NOT a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of the evaluation. The applicable NAICS code is 334220 with a size standard of 750 employees. The Closing Date for responses is 14 February 2008.
