- The U.S. Environmental Protection Agency?s Office of Transportation and Air Quality (OTAQ), Advanced Technology Division (ATD), in Ann Arbor, Michigan has a requirement for engineering support for design, fabrication and calibration of electronic engine and vehicle controllers, hydraulic accumulators, hydraulic pump motors, and powertrains for advanced hydraulic hybrid vehicles. ATD develops advanced clean and fuel efficient automotive technology via research and the testing of hybrid vehicles, in order to improve fuel economy and reduce carbon dioxide emissions. The objective of this solicitation is to provide engineering support for the design, development, modification, fabrication, testing, and installation of electronic engine and vehicle control systems and powertrain systems and subsystems, and for the drivetrains of advanced hydraulic hybrid vehicles. The contemplated hydraulic hybrid vehicle powertrain components include: hydraulic systems (pumps, motors, and accumulators), electrical and hydraulic control valves and actuators, electronic control systems, internal combustion engines, and transmissions. The engineering support required includes work on vehicles such as large delivery vehicles, as well as smaller passenger and sport utility vehicles. The successful contractor shall provide all necessary labor, materials, services, equipment, and facilites to perform tasks involving: Design and Specification, Development and Analysis, Fabrication, Assembly, Testing, some on-site Performance, Data generation and other requirements as specified in the Performance Work Statement (PWS). A draft Performance Work Statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd. The government anticipates award of a cost-plus-fixed-fee, term, Level of Effort (LOE) contract. The estimated LOE includes one, 12-month base period of 4,180 hours, plus four, 12-month option periods of 4,180 hours each. In addition, quantity options totaling 12,540 hours for each contract period will be included. The total potential LOE for each period is 16,720. The maximum total LOE for all periods (five years) on the contract is 83,600 hours. The NAICS code is 541330, Engineering Services, with a size standard of 4.5 million maximum annual receipts. The solicitation will be issued on a full and open competitive basis; it will not be a small business set-aside. Copies of the solicitation will be available to all offerors on the Internet at the following website: http://www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFP. All responsible sources may submit a proposal which will be considered by EPA. The anticipated release date is late March and the close date is approximately 30 days thereafter. Contract award will be made in accordance with Far Part 15, Contracting by Negotiation. See Note 26. The incumbent contract is EP-C-04-076 with Southwest Research Institute. It is scheduled to expire on 9/30/2008.
