Description
NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to University Research Glassware Co, Inc. (URG) 116 S Merritt Mill Rd., Chapel Hill, NC 27516 for the acquisition of Model REG-9000D, Ambient Ion Monitor. The instrument must have the following:(1) Provide highly time-resolved (</- hr) direct measurement of PM2.5 ions (nitrate, sulfate, nitrite, phosphate, chloride, ammonium, sodium, calcium, potassium, magnesium) and precursor gases (hydrogen chloride, nitric acid, nitrous acid, sulfur dioxide and ammonia);(2) The instrument must separate and analyzes each ion (gas) individually by incorporating the two current EPA owned Regaent Free Ion Chromatography Systems (Dionex ICS 2000):(3) Particulate ion sample collection must be accomplished using the technique of aerosol super-saturation and inertial particle separation controlled by a reliable syringe pump;(4)Gas sample collection must be accomplished through the use of liquid diffusion membrane denuder under the control of a reliable syringe pump;(5) The included inlet must provide a 2,5 um cut-point t a flow rate of 3 Lpm; (6) The system detection limit </- ug/m3 for all ions gases; (7) Instrument operating, data storage and analysis software must be compatible and current EPA owned Ion Chromatography software (Dionex Chromeleon) and be reliable and relatively easy to use for a qualified operator. In order to provide collocated precision data in ambient studies for uses as a measure of uncertainty in source apportionment analysis and to maintain compatibility with ambient measurements in future residual non-attainment area studies, the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
