- Description
- The purpose of this amendment is to provide information on the preposal conferences and extend the due date to March 12, 2008. A pre-proposal conference will be held with prospective offerors at National Institutes of Health, 13 South Drive, Bldg. 13, Room 3W54, Bethesda, Maryland on 2/12/2008 at 9:00 am EST and Rocky Mountain Laboratories, 903 South 4th Street, Hamilton, MT on 2/20/2008 at 10:00 am Mountain Time. The pre-proposal conference will be held for the purpose of providing information concerning the Government's requirements which may be helpful in the preparation of proposals and for answering any questions which you have regarding this solicitation. The success of this type of conference depends largely on the lead-time available to the Government for research in connection with questions submitted by offerors. Therefore, you are requested to email questions( GoldmanM@od.nih.gov) concerning any areas of uncertainty which, in your opinion, require clarification or correction, in sufficient time to be received on or before 2/08/08. Your questions should be emailed to the contract specialist, Marcia Goldman and reference RFP NIHOD2007028. A set of all questions and answers will be furnished simultaneously to all prospective offerors whether or not they are in attendance. Because of space limitations, each prospective offeror shall be limited to a total of 2 representatives. Please email Marcia Goldman at GoldmanM@od.nih.gov to let me know if your company is attending. Attendance at the pre-proposal conference is recommended; however, attendance is not a prerequisite for proposal submission and will not be considered a factor in proposal evaluation. site supervisor hours of service shall be from 8:30 a.m. to 5:00 p.m. 10. The Contractor shall conduct a monthly meeting with the Project Officer, no later than the fifteenth (15th) of the following month, in which the Contractor shall provide a short written explanation of overdue equipment cited in the comments section of the Contractor?s Service Report. Documentation to back-up the explanations shall be available to the Project Officer upon request. With the exception of the first month of the contract, the Contractor shall produce two (2) lists: - List of equipment which was due to be certified the previous month with last date of previous certification. - List of equipment which is to be certified for the current month with last date of certification. 11. The Contractor shall comply with the appropriate laboratory practices described in the following documents: - Bio-safety in Microbiological and Biomedical Laboratories, CDC-NIH, February, 2007 (or most current edition). - NIH Chemical Hygiene Plan, May, 2006 (or most current edition). 12. The Contractor shall provide full-time service personnel who have had training and experience in the maintenance, certification, and decontamination of the types of equipment and facilities as described herein. 13. The Contractor shall provide a full-time, on-site supervisor for the NIH Bethesda, Maryland and Washington/Baltimore area locations. The supervisor shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution for the on-site supervisor shall meet the same requirement and shall require the approval of the Project Officer. 14. The Contractor shall provide a full-time, on-site supervisor for the Rocky Mountain Laboratories in Montana. The supervisor shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution for the on-site supervisor shall meet the same requirement and shall require the approval of the Project Officer. 15. The Contractor shall provide a full-time, on-site supervisor for the Frederick Integrated Research Facility upon completion. The supervisor shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution for the on-site supervisor shall meet the same requirement and shall require the approval of the Project Officer. 16. These monitoring, certification, preventive maintenance, repair, decontamination neutralization and assembly/disassembly services listed herein shall be provided in future labs in select foreign countries (to be determined). 17. The Contractor shall provide the following reports as required: ? Daily Service Reports ? HEPA Filtered Service Reports ? Chemical Fume Hood and Local Exhaust System Service Reports ? Monthly Data Entry Work Summary and Status Reports This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Information received will also be considered for the purpose of determining whether sufficient businesses within any of the socio-economic programs possess the capability to fulfill the Government?s requirement and to ensure competition if a set-aside acquisition situation occurs. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government. Interested organizations must provide a capability statement on the above requirements and provide NAICS codes and business size and status.
