Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-08-Q-0168 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-23 (iv) This procurement is being issued as a 100% SMALL BUSINESS set-aside under NAICS code 811310 and small business size standard $6.5 million. (v) CLIN 1: Provide seasonal preventive maintenance and start-up services and replacement parts and materials on approximately 334 evaporative coolers at Davis-Monthan AFB, Tucson AZ. Pricing to be on a per-unit basis. All direct and overhead costs should be included in the unit price. CLIN 2: Replacement parts and materials. The Government will reimburse only the invoice price of these items. CLIN 3: Labor hour rate. (vi) Services to include: Drain and flush sump pan, Clean sump pan of any mud or sand; Coat pan and bottom third of cooler interior with waterproof sealer; Inspect belts and replace as needed; Clean pad frames to be free of all buildup and calcium residue; Clean water distribution lines and spray nozzles; Inspect, lubricate and if necessary replace blower motors, bearings, and pumps; Install new pads; Prepare and test unit to ensure proper operation, and make adjustments as necessary. (vii) Period of Performance to be 18 Feb 08 - 30 Apr 08, with a 90-day warranty period to follow. (viii) Provision 52.212.1, Instructions to Offerors-Commercial Items applies. The following are addenda to 52.212.1: Past Performance Information. Offerors shall submit the following information as part of their offer for both the offeror and proposed major subcontractors: A list of all relevant contracts and subcontracts performed within the past three years, including all contracts and subcontracts currently in progress. Contracts listed may include those with the Federal Government, agencies of state and local governments and commercial customers. Offerors that are newly formed entities without prior contracts should list contracts and subcontracts as required above for all key personnel. Include the following information for each contract and subcontract. 1. Name of contracting activity/company 2. Work performed and contract number, if applicable 3. Total contract value 4. Point of contact and telephone number. Performance information will be used for both responsibility determinations and as an evaluation factor. The Government will focus on information that demonstrates quality of performance and timeliness of service. References other than those identified by the offeror may be contacted by the Government, with the information received used in the evaluation of the offeror?s past performance. A site visit has been scheduled for February 1, 2008 at 9:00 AM MST, in the 355th Contracting Squadron conference room, Bldg 2525. Craycroft Rd Davis-Monthan AFB, Arizona 85707-3522 SUBJECT: Minutes of Preproposal Conference/Site Visit, Solicitation FA4877-08-Q0168, Seasonal Maintenance of Evaporative Coolers 1. A Preproposal Conference/Site Visit was held on 1 Feb 08 at 0900, at building 2525, 355th Contracting Squadron. The vendors were taken to two facilities and shown a number of rooftop units. Mr. Konkol stated that, while external fixed ladders and/or internal stairs provide access to all rooftop units, base shops personnel have found that using their own ladders when possible affords the easiest, most efficient access. When asked, Mr. Konkol estimated that over half of the units to be serviced are at ground level. 3. Mr. Konkol pointed out that a number of newly installed units are not part of this requirement. He urged the contractor to check with the QAE prior to servicing a given unit if there is any doubt whether it is part of the contract. Mr. Konkol and Mr. Perry both used this opportunity to stress that regular communication between the contractor and the QAE will be critical to the success of this effort. 4. Mr. Konkol pointed out that several of the facilities listed are on the flightline, hence the PWS reference to required flightline drivers training (paragraph 1.10); however, all cooler units are near the fence separating the flightline from the rest of the base. This fence has personnel access gates located at intervals, obviating the need to drive on the flightline, if the contractor chooses to use the gates. 5. A question concerning required repairs not listed at PWS paragraph 1.2 was resolved by a decision to include a separate category of work by adding revised paragraph 1.7. "Incidental Work," to the PWS. Incidental work is to be negotiated individually, on a case-by-case basis prior to work being accomplished. It will be reimbursed at a labor hour rate to be included in each offeror's quote. 6. Another question concerned budgeting time for replacement of major parts, such as motors, pumps, bearings, etc. This work should be included in the offeror's per-unit price. It will not be separately reimbursed. An estimate of required replacements is included as an attachment. NOTE: This is a best-guess estimate only--it is not based on historical data. 7. Mr. Perry stated that a staging area will be provided; however, security will be the contractor's responsibility. The contractor may erect temporary fencing or it may place a mobile storage container at the site. 8. Following the tour, Mr. Perry solicited further questions and comments from the attendees. He stressed that this is a best value acquisition, with source selection to be based on a price/past performance tradeoff. In other words, vendor references will be polled to ascertain customer satisfaction, and the results will used in conjunction with offer prices to determine the best overall value to the Government. Thus, it is possible that the lowest price quote will not receive the award. It is also possible that the highest-rated (from a customer satisfaction perspective) quote will not receive award. Price and past performance will both factor into our decision. 9. Mr. Perry reiterated the necessity for all quotes to include certification that the offeror meets the small-business size standard noted in the synopsis/solicitation, either by completing the "Online Representations and Certifications Application (ORCA)," at https://orca.bpn.gov/, or by including a completed copy of FAR 52.212-3, "Offeror Representations and Certifications?Commercial Items," which can be found at http://farsite.hill.af.mil/vffara.htm. 10. Mr. Perry also stated that the Government has a requirement for annual cooler service. We are planning a long-term acquisition consisting of a base year plus four option years, beginning in the Fall of 2008. Mr. Perry hopes to post a solicitation for this requirement later in the year. He pointed out that the vendor selected for this solicitation would be advantageously positioned to bid on the upcoming requirement, assuming satisfactory performance. 11.
