Description
SOURCES SOUGHT NOTICE. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, DO NOT SUBMIT A REQUEST FOR A SOLICITATION. The U.S. Government Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), Office of Contracts (CON), is conducting a market survey to determine the existence of sources that have the ability to provide Internet Protocol Television (IPTV). IPTV is defined herein to mean a system where a digital television signal is delivered by using Internet Protocol over a network infrastructure, which may include delivery by a broadband connection, instead of a system of program delivery via over-the-air and/or cable TV format. This market survey is for informational and planning purposes and does not constitute a request for proposal and is not considered a commitment by the government. The government does not intend to award a contract on the basis of this Sources Sought Notice or otherwise pay for information or inquiry. The government may limit follow-on procurement actions to contractors that provide responsive submissions to this notice. Those who are interested shall submit a comprehensive written ?Capabilities Statement? that provides, at a minimum, the following: (1) Evidence of specific examples of the contractor?s successful PAST PERFORMANCE with a minimum of two (2) years of experience (including points of contact) in providing web delivery of television, audio, and text products and (2) A technical description of their IPTV console for web browsers, including content management, video streaming, and security features. To be considered in this market survey, the above described ?Capabilities Statement? shall be submitted to the Contract Specialist, Gary Hosford, at the Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 C Street, SW, Room 2519, Washington, DC 20237 before March 15, 2008. Mr. Hosford may be contacted by email at ghosford@bbg.gov. All responsible sources may submit a ?Capabilities Statement? that will be considered by the agency. No telephone responses are acceptable. If determined to be in the best interest of the government, interested and qualified sources responding to this Sources Sought Notice may be requested to provide follow-up information. A determination by the government to compete a proposed contract based upon responses to this Notice is solely within the discretion of the government. Any information received from interested firms responding to this Notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is not a RFP, IFB, or RFQ.
