- Description
- This is not a solicitation, but a survey to locate potential sources capable of performing the proposed work. It is anticipated the contractor will be required to assess the statutory requirements of information technology (IT) reviews of exchanges, develop an appropriate assessment system, provide training to CFTC's Division of Market Oversight (DMO) staff regarding how to conduct both initial and periodic technical reviews, and transition to a successor. The selected contractor will also be required to provide expert counsel to senior staff within DMO and to the Commission on IT matters involving CFTC's mandate to oversee the commodity futures and options marketplace. Minimum capabilities must include documented evidence of experience and expertise in all of the following areas: (1) developing programs for conducting technical (i.e., IT) reviews of the automated trading systems, automated surveillance systems, electronic audit trail systems, and related computer systems of both existing exchanges and applicants for designation as an exchange [i.e., a Designated Contract Market (DCM) or Designated Trade Execution Facility (DTEF)]; (2) conducting technical reviews (i.e., nationally and internationally) of the automated systems of existing exchanges and of applicants for designation as DCMs and DTEFs; (3) developing designation criteria and core principles for review of automated systems as defined in the Commodity Futures Modernization Act of 2000; (4) developing information security programs in areas including, but not limited to, computer operations and data center management; (5) applying the requirements of FISMA and NIST 800-53 in conducting reviews and assessments of IT systems; (6) applying the requirements of the Principles for Screen-Based Trading Systems issued by the International Organization of Securities Commissions; and (7) developing and implementing a training program in the area of conducting reviews and assessments of IT systems. Sources with these capabilities are invited to submit complete information to the point of contact at the procuring office identified in this notice by February 20, 2008. Information furnished shall demonstrate experience relevant to the proposed project and the minimum capabilities listed above. This synopsis is for information and planning purposes, and the Government will not pay or otherwise reimburse respondents for information submitted. Based upon responses received, the Government reserves the right to set aside any and all procurements that may result hereunder for small or minority-owned businesses. If the evaluation of responses received concludes that none of the responding sources have the necessary capabilities, negotiations may be conducted with Harvey Theberge on a noncompetitive basis.
