Description
The Government intends to procure on a Full and Open Competitive basis, Bulk Gaseous Helium, Type 1, Grade A, IAW MIL-PRF-27407C, NSN 9135-00-890-2011 and NSN 9135-01-525-1620, total estimated quantity of 54,621 MC, and associated services for three regions covering the entire Continental United States (CONUS). More than one contract(s) may be awarded as a result of this commercial acquisition. The award(s) will be a three-year, fixed price with economic price adjustment, requirements type contract(s). The contract ordering period(s) will be three years from 03 June 2008 through 02 Jun 2011. Offerors must have the capability to support bulk requirements. The majority of the product will be delivered FOB Origin into Government furnished trailers. The estimated yearly quantities for FOB Origin are 16,475 MC (Thousand Standard Cubic Feet) for the first year of the contract, and 16,487 MC, in years Two and Three, for a three-year total of 50,076 MC. In case the Government trailers are not available, the solicitation will also have line items for delivery of product FOB Destination in contractor-furnished trailers for delivery into Government-customer storage tanks. The estimated yearly quantities for FOB Destination are 1,515 MC for each year of the contract for a three-year total of 4,545 MC. Delivery will be to three service regions areas (East, Central and West) outlined in the solicitation. The solicitation will also contain line items for associated services such as Purging of Cylinder Tubes, Manifold Master Valves, Tube Brass Valves, Relief Devices, Brass Dust Caps, Delay and Standby Time, Delivery Fee for FOB Origin Emergency Delivery, Delivery Fee for FOB Destination Emergency Delivery, FOB Destination Rental of Contractor Trailers, and Miscellaneous Services. The anticipated award date will be 02 May 2008. The solicitation will be issued on or about 15 Feb 2008 and will be posted to the FedBizOpps web page (http://www.fbo.gov/). The applicable NAICS Code is 325120.
