Description
The Department of Commerce/National Institute of Standards and Technology intends to negotiate on a sole source basis with Mink Hollow systems, Inc.,120 Ashton Road, Ashton, MD to provide Portable Temperature Data Acquisition Systems Software. This sole source procurement with Mink Hollow systems is because of unusual and compelling urgency. The Fire Fighting Technology Group conducts live fire burn experiments in buildings of opportunity throughout the United States. For over six months, the group has been working with the National Fire Protection Association Research Foundation, The fire Department of New York City, Brooklyn Polytechnic University and Department of Homeland Security to arrange a series of live burns in a seven story structure on Governors Island, NY. This project which involves wind driven fire in multi-story structures requires a multi-story structure, in a location with steady winds and low humidity. The seven story structure on Governors Island typically meets the wind and humidity conditions during February and March. The field team has an urgent and unusual need for Lab View data acquisition programming and field support for the data acquisition. It is urgent because if a programmer is not in place in February, the test window will close and this structure and wind and humidity conditions will be lost. The hardware needs to be programmed, deployed to the island, and the experiments must be conducted before the structure is demolished. Mink Hollow Systems has performed similar work on the NIST campus for several years, and has staff that can complete the programming, deploy to the island, and can operate the system in the field.
