- Description
- This is a request for information/sources sought notice (RFI) to assist the Department of Commerce/National Institute of Standards and Technology (NIST) for the purpose of completing market research to establish and prioritize research needs in support of key Optical Technology Division mission. These activities include support for the Low Background Infrared Facility (LBIR), the Medium Background (MBIR) Facility, the (SIRCUS) Facility, Infrared Optical Properties of Materials Lab, the Hyperspectral Image Projector Lab, (AIRI) Facility, and the Absolute Aperture Area Measurement (AAAM) Facility, optical ray tracing and diffraction modeling to accomplish tasks for NIST, NASA and DOD in the area of optical calibration. The area of scientific research includes experimental design, hardware design and assembly, data acquisition, analysis, and written and oral reporting. Medium level technical support will be required small scale experiments and improvement of existing hardware. Lower level technical support will be required for routine maintenance of hardware and the laboratory space. Specifically, research will be targeting optical characterization of materials and radiometric calibration. Support of test equipment will entail the use of sophisticated data acquisition hardware and software as well as the maintenance of large scale vacuum chambers, large scale refrigerators, optical characterization systems, laser source systems, and detector standards for the visible and infrared. Laboratory maintenance for computer systems, simple vacuum pumps, electrical power, water and chemical storage and handling will also be required. The range of work includes from scientific research to laboratory maintenance. NO SOLICITATION IS CURRENTLY AVAILABLE AND NO UNSOLICITED PROPOSALS WILL BE ENTERTAINED AS A RESULT OF THIS RFI. NIST seeks information from industry sources with CURRENT, RELEVANT EXPERIENCE AND EXPERTISE IN THE FOLLOWING PROGRAM INTEGRATION AND PROJECT MANAGEMENT AREAS so that NIST can determine an appropriate acquisition strategy to satisfy its requirement. NIST IS ESPECIALLY INTERESTED IN RECEIVING INPUT FROM SMALL BUSINESSES WHO CAN PROVIDE THE DESCRIBED CAPABILITIES: Any potential source shall exhibit research and development capabilities in Low Background Infrared Facility (LBIR), the Medium Background (MBIR) Facility, the (SIRCUS) Facility, Infrared Optical Properties of Materials Lab, the Hyperspectral Image Projector Lab, (AIRI) Facility, and the Absolute Aperture Area Measurement (AAAM) Facility, optical ray tracing and diffraction modeling.
