Description
The US Department of Energy (DOE), National Nuclear Security Administration (DOE/NNSA), intends to issue a competitive solicitation, open to all vendors for performing NEPA services at DOE locations nationwide. DOE/NNSA contemplates award of up to four (4) Indefinite Delivery Indefinite Quantity (IDIQ) contracts for NEPA services using the procedures under FAR Part 15, Contracting by Negotiations. Each contract is anticipated to be a 5-year contract with a basic period of performance of 2 years and three 1-year options. Task Orders anticipated will be Firm-Fixed Price, Cost Plus Fixed Fee or Cost Plus Incentive Fee. The anticipated RFP release date is February 2008. Places of performance will be at DOE/NNSA locations nationwide. The purpose of this effort is to obtain the preparation of Environmental Impact Statements (EISs), Environmental Assessments (EAs) and related documentation under the National Environmental Policy Act (NEPA), environmental reports (ERs) and other documentation required by the Nuclear Regulatory Commission (NRC) in its review of license applications, and environmental documentation required by other State and Federal regulators. Best Value is anticipated to be the method of contractor selection. The NAICS code is 541710 and the Size Standard is 500 employees. This announcement does not constitute a RFP and is not to be construed as a commitment by the Government. The solicitation and all amendments will be available for viewing on the DOE E-Center website http://e-center.doe.gov/ and also FedBizOpps at http://www.fbo.gov/. It is incumbent upon all interested parties to review the sites frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Federal Acquisition Regulations (FAR) clause 52.204-7, Central Contractor Registration (CCR), that lack of registration in the CCR will make an offeror ineligible for contract award.
