Description
Services required of an Architect/Engineering firm to design, furnish plans, specifications, and construction period services for Project 581-07-136ES, Replacement of HVAC System and HW Heaters for Building 1W, VA Medical Center, Huntington, West Virginia. Work includes preliminary and final contract drawings, cost estimates, specifications, and construction period services. A/E is required to develop Deductive Bid Alternates as necessary to assure award of contract within available funds. The objective of this project is to provide a Master plan and design for a whole building system replacement of HVAC systems. The work is to renovate four floors totaling approximately 40,000 gsf of existing space in Building 1W. Work includes complete replacement of chillers, VAV boxes, fan coil units, heat exchangers for domestic hot water system, air handlers, valves and piping for existing 4 pipe system, diffusers, and pneumatic control system. Provide set back and zone temperatures for energy conservation measures. Replace flash drums and condensate receivers and PRV's. Replace and install VFD's where appropriate. Locate, plan and provide for temporary office space with provision for telephone, computer services, and furnishings. Replacement of all acoustical drop ceilings and associated lighting, old sanitary piping that may be cracked and split throughout the building, and modification of sprinkler piping and pump system as required. Painting where required, and protection of existing floor finishes or replacement of old carpeting is expected. There also may be several locations in the building where old walls will be demolished and new offices constructed in order to better plan for the HVAC system. It is anticipated the architectural finishes will be upgraded with this project while areas are unoccupied for the changeover. The building will remain occupied but floors vacated in phases. AE shall provide phasing to accomplish this work. This building adjoins Building 1 and AC and heating is extended from it to Building 1W. Where existing ductwork may be acceptable for reuse, plan for cleaning of interior of duct, and replacement of insulation as required. Incorporate walkways, access ladders, etc., in mechanical rooms to assist in maintenance activities and prevent walking on systems. Paint mechanical rooms as required. Design new HVAC system to accommodate existing or future occupants of area as determined at time of design. Additional VAV boxes are expected, especially in the windowless center section of the building. This procurement is unrestricted in accordance with the Small Business Competitiveness Demonstration Program. NAICS Code 541310, with a small business size standard of $4.5 million is applicable. A/E selection based on recent specialized hospital experience, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to the project, proposed management plan, cost control, estimating effectiveness, schedule control and location of A/E firm and consultants. This notice issued subject to availability of funds and is not a request for proposal. The estimated construction cost range is $2,000,000 to $2,300,000 with 20% of the total construction budget as viable deductive construction alternates. Interested firms should submit two copies each of current SF-330 to Attn: Sandra Magers, Contracting Officer (90C), VISN 9 Acquisition Center, Bldg. 5, Room 149, 3400 Lebanon Pike, Murfreesboro, TN 37129 not later than 4:00 pm CST on February 21, 2008 in accordance with numbered note 24.
