Description
Under the authority of FAR 6.302-1, the U.S. Army Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army-Soldier Systems Center, Natick, MA intends to negotiate and award a purchase order on a sole source basis wit h Measurement Technology Northwest (MTNW), Inc., 4211 24th Ave. W, Seattle, WA 98199-1214, to provide a Newton Thermal Manikin with Fabric Skin Sweating System. Biophysics and Biomedical Modeling Division seeks the acquisition of this new thermal maniki n to replace one of the two currently-operating thermal manikins used for protective clothing research. The current manikins were originally built by General Electric in 1955 and Arthur D. Little Corp in 1986. Although both manikins have been retrofitted with more modern control systems within the past five years, there has still be a considerable amount of recent downtime due to various faulty sweating and heating components. We have chosen MTNW because currently, there is no comparable manufacturer of thermal manikins that can provide a complete system at a total cost similar to the MTNW Newton Manikin. Nothing herein should be misconstrued as a request for proposal. No solicitation document is available. See Note 22 which reduces the response time to 5 days.
