- THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchas e order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements to Geosystems, L.P., 161 Bittersweet Circle, Venetia, PA 15367-1064, to provide tech nical assistance to the Corps of Engineers regarding the requirement in determining if the constructed cutoff wall demonst5ration section meets all technical requirements. The construction contractor will first construct a 500 foot long demonstration sect ion using the Trench Cutting & Remixing Deep Wall Method (TRD) that will be thoroughly evaluated prior to constructing the remaining 3,500 feet of the cutoff wall required. In order to properly evaluate the performance of the cutoff wall material to ensur e that the wall meets all technical requirements such as permeability and strength. Expert technical evaluation of this demonstration section is essential to confirm that the cutoff wall is properly constructed and effective due to potential loss of life and technically complex construction the Government requires the services of a renowned cutoff wall expert. Dr. Donald Bruces range of experience and technical expertise will provide superior diagnostic support that is currently unparalleled within the C orps of Engineers or any other Federal Agency. Dr. Bruces expertise includes over 30 years of experience in the fields of drilling and grouting, cutoff wall construction, and deep mixing within North America and on four other continents. The technical s upport for these evaluations to the U.S. Army Corps of Engineers will be provided by Geosystems, L.P. The North American Industry Classification System (NAICS) for this requirement is 541330 and the size standard is $4.5 Million. The sole source d etermination is based upon the knowledge, skills, and expertise possessed by Dr. Donald Bruce, coupled with his unique extensive local knowledge of the site. An award to any other source would affect the U S Army Corps of Engineers ability to provide the technical information required, and would not provide any cost savings to the Government. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
