- This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations (FAR) Parts 12 and 13, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation Number NFFKAE00-8-26232 is issued as a request for quotations. The associated North America Industry Classification System code is 541511. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Services (NMFS), Office of Law Enforcement (OLE), is responsible for its Vessel Monitoring System (VMS) which monitors the boundaries where vessels travel. OLE currently utilizes the Global Maritime Boundaries Database (GMBD). The government has a requirement to purchase a 2008 software subscription service for the Global Maritime Boundaries Database (GMBD), or an equivalent substitute that meets the same form, fit, and functionality. Prospective vendors shall deliver software updates via CD-ROM as they become available in 2008; the vendor shall provide a quantity of 10 CD-ROMS for each update. The award will be made on a best value basis. Evaluation factors are: 1) Approach: The likelihood of effectively meeting requirements; 2) Past Performance: The relevance and quality of prior performance; and 3) Price: The amount, realism and consistency of the evaluated price. Terms are those in effect through Federal Acquisition Circular 2005-23 dated January 25, 2008. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provision and clauses shall apply: FAR 52.212-1 Instructions to Offerors-Commercial (Nov 2007), FAR 52.212-2 Evaluation-Commercial Items (Jan 1999). A firm fixed price purchase order may be issued to the responsible offeror whose quotation will be most advantageous to the Government, price and other factors considered.
