- This is a public announcement. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR). The Federal Aviation Administration (FAA) intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to Mosaic ATM, Inc., (Mosaic) to provide systems engineering in support of maturing system requirements pertaining to Surface Decision Support System Capabilities (SDSS) for the Advanced Technology Development & Prototyping Group (ATO-P). This contract will allow the FAA to proceed with requirements development on behalf of the maturing Surface Decision Support System capabilities while meeting internal agency goals and outside commitments to international partners. A single source contract for a twelve month period of performance in the amount of approximately $1.8M is being pursued. This contract will also carry four one-year Option Periods, valued at approximately $1.8M per period. The FAA conducted a Market Analysis, released November 15, 2007, through the FAA Contracting Opportunities webpage. Because of the highly specialized nature of this requirement, and in order to identify qualified respondents, the Market Survey included a series of specific technical questions each respondent was required to answer. In addition, the Market Survey included notice of the FAA's need for a contractor that could begin work immediately and one that was willing to waive its eligibility to compete on future systems acquisitions if awarded this requirement. Mosaic was the only respondent to the Market Survey that clearly established the ability to commence work immediately and the only qualified respondent that agreed to be excluded from derivative Surface Traffic Management (STM) acquisitions. Both of these criteria are critical to the success of the FAA's effort hereunder. The Agency has commitments, to its internal goals and to international partners in the AIRE Program, that it will conduct demonstrations of the SDSS capability, by May 2008. In particular, only Mosaic provided staff resumes showing its existing personnel who are qualified to start work with no lead time required. Furthermore, of the potentially qualified responders to the Market Analysis, only Mosaic affirmatively identified its willingness to sign an Exclusion from Future Agency Contracts, which is important because SDSS requirements will be integral to any competitive STM system deployment. A competitive solicitation is not available for this procurement and a Sole Source Justification has been approved.
