Description
The United States Department of Transportation (DOT), Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) plans to issue a solicitation for services related to the validation and implementation of the Automatic Dependent Surveillance Broadcast (ADS-B) for commercial aviation operators. This latest technology will change the nation's air traffic control system from one that relies on radar technology to a system that uses precise location data from the global satellite network. The Federal Aviation Administration (FAA) expects to install ADS-B ground stations throughout the United States by 2014 while decommissioning a significant number of the FAA's air traffic control radars. The services to be acquired include technical support to plan and conduct an efficient flight validation utilizing ADS-B for commercial aviation that demonstrates enhanced capabilities and benefits that can be derived from ADS-B applications. This would include modeling and simulation to understand the validity of alternatives and possible flight tests prior to large scale deployment of these capabilities. Contractor(s) shall have the expertise, experience, and working relationships in the air operations and aircraft systems environments to make recommendations for a more efficient implementation of airspace using ADS-B and shall engage with airlines and aviation community to solicit feedback on roadmap, operational concepts analysis, flight operations validation planning and airspace implementation support and related ADS-B user implementation benefits. A complete statement of work will be set forth in the solicitation. It is expected that the solicitation will be issued on or about March 26, 2008. Proposals will be due approximately 45 days following the issuance of the RFP. The applicable North American Industry Classification System (NAICS) code for this requirement is 488111 and the small business size standard is $6.5 million. The Volpe Center uses electronic commerce to issue solicitations and amendments to solicitations. Paper copies of the solicitations or amendments will not be available. The solicitation and any documents related to this procurement will be available on the FedBizOpps website at the following address: http://www.fedbizopps.gov and on the Volpe Center Acquisition Division home page at the following website: http://www.volpe.dot.gov/procure/index.html. Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register at the Volpe Center website. Contractors are warned that when they register to receive solicitations, amendments and other notices, it is their responsibility to provide to the Government an accurate and complete email address. No hard copies of the solicitation will be mailed. For questions concerning the solicitation, contact the contracting official in writing by email at Brickley@volpe.dot.gov. ANY INQUIRIES VIA TELEPHONE WILL NOT BE HONORED. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT agency. Contractors may access the website at http://www.ccr.gov to register and/or obtain information about the registration process. Also, the solicitation's Section K Representations and Certifications are no longer incorporated into the solicitation and a interested Contractor must complete the Representations and Certifications online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. Potential offerors are highly encouraged to complete the online provisions within the Representations and Certifications at its earliest at https://orca.bpn.gov. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises; The U.S. DOT, Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate as published daily in the Wall Street Journal plus 1.75 percent.
