Description
SYNOPSIS: This is a request for information/sources sought notice (This is not a Notice of Solicitation); the Department of Veterans Affairs (DVA) Financial Services Center (FSC) is seeking Statements of Capabilities from Industry for anticipated requirements to providing information technology (IT) support for the VA FSC and its customers. BACKGROUND: The VA-FSC is a franchise fund site operated under the Government Management Reform Act, P.L. 103-356. Consequently, the VA FSC receives no federally appropriated funding and thus is required to market VA FSC services to customers. As such, the VA FSC provides financial services to VA, as well as other Government Agencies (OGAs). ANTICIPATED REQUIREMENTS: The VA FSC will require IT support services to supplement Government resources, which provide IT services to the VA FSC and its customers. The VA FSC is considering multiple contracting vehicles of various types, including cost plus incentives for the following type of services: 1. SYSTEMS/NETWORK ADMINISTRATION SERVICES a. Within a Microsoft (MS) software environment b. Within an Intel based hardware environment c. Within an environment that is comprised of approximately 120 servers and 138 network devices 2. DATABASE DEVELOPMENT AND ADMINISTRATION SERVICES a. Within a Microsoft (MS) SQL environment b. Within an Intel based hardware environment c. Within an environment that is comprised of approximately 60 MS SQL databases. 3. DESKTOP/HELP DESK SERVICES a. Within a Microsoft (MS) software environment b. Within an Intel based hardware environment c. Within an environment that is comprised of approximately 500 personal computers (PCs), 70 printers, various other peripheral devices 4. APPLICATION PRODUCTION SUPPORT AND MAINTENANCE SERVICES a. Within a Microsoft (MS) Net environment b. Within an Intel based hardware environment c. Within an environment that is comprised of approximately 80 in house developed applications 5. ELECTRONIC DATA INTERCHANGE (EDI) SUPPORT SERVICES a. Within an IBM v\900 Gentran environment b. Within a Microsoft (MS) software environment c. Within a Trusted Link Enterprise (TLE) environment. d. Within a Vitria Businessware environment e. Within an Intel based hardware environment f. Within an environment that processes approximately 100,000 EDI transaction daily Additional requirements include not utilizing any offshore resources for IT support. For the purposes of this inquiry, the VA FSC defines offshore as being any location outside the United States, its possessions, and Puerto Rico. Also, normal business hours for the VA-FSC are 6:00am ??? 6:00 pm Central Time (CT) Monday through Friday, excluding federal holidays. However, in case of emergencies or planned upgrades, migrations or repairs, after hours support will be required. POSSIBLE CONTRACT CONSIDERATIONS: The VA-FSC is considering acquiring the supplies and services necessary to satisfy this requirement through competitive means. Award priority will be given to Service Disabled Veteran Owned Small Businesses and Veteran Owned Small businesses. ROAD AHEAD: VA-FSC is in the preliminary stages of developing an optimal acquisition strategy to satisfy this anticipated requirement. To help us determine industry interest, capability and whether the anticipated acquisition can be set-aside for small business concerns, interested firms are asked to submit a Statement of Capabilities that addresses the following: 1. Overview of your technical capabilities to provide the IT services requested for the VA FSC facilities in Austin, TX and Waco, TX; 2. Summary description of relevant past 5 years of experience in providing IT support for roughly 350 end users or customers, including the size, magnitude and complexity of the reference(s) 3. Statement of whether your firm is classified as a Large Business, Small Business, Small Disadvantaged Business, HUBZone Business, Woman-Owned Small Business, Veteran Owned Small Business in the 541513 North American Industry Classification System (NAICS) Code; 4. Information regarding whether or not your company utilizes a certified cost accounting system that is adequate for determining cost applicable to the contract (FAR 16.301(a)(1) that can allow an award of cost type contract 5. Information which the contractor considers Bid and Proposal Information or Proprietary Information pursuant to existing laws and regulations must be marked accordingly (see FAR 3.104-1(3) and (4)). 6. Ability to provide employees who can pass preliminary background check Statements of Capabilities are limited to 20 pages and will be evaluated by VA-FSC representatives as part of the Government???s market research to assist in developing the appropriate acquisition approaches to contractually satisfying the anticipated requirements. Businesses responding to this Sources Sought Announcement must submit their responses via email to maina.gakure@va.gov by February 20, 2008. All responses must include the return email address, mailing address, telephone number, and facsimile (fax) number in the transmittal page. This announcement is based upon the best information available, may be subject to future modification, is not a request for quote/proposal, and in no way commits the Government to award of a contract. VA will not be responsible for any costs incurred by responding to this notice. No solicitation exists at this time.
